This position delivers in-person trainings throughout the state in the NW region up to 75% of the time, working from their home office the remainder of the time. The desired applicant must live in or near the NW region. The counties in the Northwest region are: Becker, Beltrami, Clay, Clearwater, Crow Wing, Douglas, Grant, Hubbard, Kittson, Lake of the Woods, Mahnomen, Marshall, Morrison, Norman, Otter Tail, Pennington, Polk, Pope, Red Lake, Roseau, Stevens, Todd, Traverse, Wadena, Wilkin.
This position exists to provide child welfare eligibility training, technical assistance and case record reviews for county and tribal social service agencies to: 1) increase the state's ability to comply with the federal requirements of Title IV-E foster care, adoption assistance and kinship Assistance program, 2) improve the efficiency and effectiveness of Title IV-E and Medical Assistance (MA) eligibility determinations and 3) increase the agencies' understanding of the relationship between Title IV-E and other federal programs such as Supplemental Security Income (SSI). The goal of the position is to maximize access to federal reimbursement of the costs of services for Minnesota children in care, by ensuring a high degree of accuracy in determining Title IV-E eligibility and reimbursement.
Responsibilities include:

Provide on-going Title IV-E foster care consultation/technical assistance to county and tribal social service agencies.
-
Develop and present statewide Title IV-E foster care eligibility policy and systems training to county and tribal social service staff.
-
Develop and provide Title IV-E eligibility policies and processes for and/ or in collaboration with CSP, MNIT, FOD,MAXIS, MA program staff to improve the efficiency and accuracy of processes used to determine Title IV-E foster care, adoption and assistance kinship eligibility.

Review county and tribal child welfare cases; and provide statewide training and technical assistance in preparation for state and/or federal Title IV-E foster care eligibility reviews.

Title IV-E Foster care Continuous Monitoring Program (CMP) implementation and maintenance.
Minimum Qualifications
To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.
Two (2) years of professional experience in a social service agency setting working with foster care, adoption assistance or child welfare data.
Experience must demonstrate:

Knowledge of federal and state child welfare foster care and permanency programs, statutes and policies.
-
Knowledge of state and federal financial assistance programs including eligibility and payments (MFIP, Child Support, SNAP, etc.).
-
Knowledge of Title IV-E Eligibility requirements, including application process, eligibility criteria or administrative operations of child welfare.
-
Strong understanding of child welfare educational and training competencies and practices.
Applicants who meet the above experience requirements may be further evaluated based on the following during the interview process:

Strong interpersonal, facilitation, and communication skills; ability to communicate clearly and professionally both verbally and in writing; ability to respond openly to requests and concerns; experience translating technical information into plain language for a variety of audiences.

Experience leading cross-functional teams by fostering collaboration, using diplomatic skills to navigate diverse perspectives, and aligning stakeholders with organizational goals.
*A bachelor’s degree in Social Work or a related field may substitute for 12 months of experience OR a master’s degree in Social Work or a related field may substitute for 18 months of experience.
Preferred Qualifications

Bachelor’s degree in social work, child welfare, public administration, or related field determined by the agency.

Knowledge of Child Welfare computer systems: Social Service Information System (SSIS), MAXIS, PRISM, etc.).
-
Experience training or being a lead in working with SSIS and MAXIS.
-
Variety of experiences working effectively with others from different backgrounds and cultures.
