Full job description

Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Interested applicants must follow the directions in the "How to Apply" section of this flyer to be considered. There may or may not be actual vacancies filled from this flyer. Notice of Result letters will not be sent to applicants who respond to this flyer. Responsibilities You will maintain the Defense Information Security System (DISS) for the NAVY IPO personnel under the direction of the Security Specialist. You will prepare information packages for the Navy IPO personnel, security debriefing packages for retiring and separating military service members and civil servants, and security out-processing packages for detaching contractor support personnel. You will maintain comprehensive personnel security data using Microsoft Access. You will prepare outgoing visit requests, use Defense Information System for Security (DISS) or its successor for clearance and visit request information, record security related training for all assigned personnel and support contractors. You will receive, review and input security clearance data into the visitor's database, ensuring that support contractor's visit request are up-to-date. You will file visit requests, maintain records, and update security database and visitor's database as needed. You will assist the Security Manager in performing in-processing of personnel in DISS, record security access, NATO security access, and security attestations in DISS. You will greet all visitors and prepare individual protection plans (IFPPs) for travelers, consult current country terrorist lists, and disseminate AT/FP information as required. You will maintain records of security training for members of the command, initial orientation, annual trainings. You will receive many telephone inquires and you will respond with information or direct caller to appropriate subject matter expert. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or NH-01 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying security policy, procedures, techniques and methods to a variety of work situations at various degrees of security control. Experience entering, maintaining, and retrieving information in security database such as Defense Information System for Security (DISS) for security clearance data. Additional qualification information can be found from the following Office of Personnel Management website: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: 4-year course of study leading to a bachelor's degree OR 3 years of generalized experience, 1 year of which was equivalent to at least GS-4 Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.A transcript must be submitted with your application if qualifying using education. Additional Information This announcement uses the AcqDemo Business & Technical Mgmt direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-02 broadband level encompasses positions equivalent to GS-05 to GS-11. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. No PCS costs will be paid. This position has been designated as a Security Professional Education Development (SPeD), designated position. Security Fundamentals Professional Certification (SFPC) is required within 2 years of assuming this position and must be maintained through the entire length of employment. Failure to achieve the required SPeD certification or loss of this certification during employment is grounds for removal. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
