Summary

As a Senior Management and Program Analyst (Executive Officer), you will be responsible for developing, analyzing, and executing program and project planning and oversight. Location of position: Public Buildings Service (PBS), Office of Facilities Management (PM). The Office of Facilities Management (PM) is responsible for the construction, alteration and maintenance of federal buildings. We are currently filling two vacancies, but additional vacancies may be filled as needed.

Duties

Monitors and evaluates assigned national programs and initiatives. Evaluates strategic planning and program execution efforts. Identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees and supervisors. Assembles and assesses information gathered; formulates findings, conclusions, and recommendations and presents results in written and/or oral form, which are well-organized, supportable and clearly expressed. Develops and recommends policies and procedures to ensure long and short range program plans and objectives. Provides expertise, critical analysis, and authoritative advice on the interpretation, development and implementation of policy and measures. Designs and conducts complex analytical studies of assigned programs. Plans and/or directs complex projects requiring evaluation and identification of a variety of operational problems, evaluating alternative solutions, and recommending appropriate action. Reviews and evaluates proposed legislation, regulations, policies and procedures, lessons learned, findings, and procurement initiatives. Provides authoritative advice and interpretation of laws, policies, and new developments. Requirements

If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Qualifications

If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume. The GS-14 salary range starts at $127,829 per year. Salary depends on the duty location and associated locality pay. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience developing, analyzing and executing program and project planning and oversight. This experience must include: Developing new and modified programs, processes and procedures; Identifying problems and significantly improving program effectiveness; Conducting complex analytical studies and measuring the effectiveness and productivity of the program; Identifying and recommending corrective measures or alternative approaches for implementation; and Evaluating program effectiveness and developing recommendations for operating policies and/or procedures.

How You Will Be Evaluated

A panel of Subject Matter Experts (SMEs) will review the application of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses. Ability to develop long-range program plans, goals, objectives, and milestones or evaluate the effectiveness of programs conducted throughout an agency, or for a significant organizational segment of the agency. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Ability to provide advice and guidance on a broad range of matters designed to ensure the effective linkage of strategic planning initiatives, program operations, business practices, and fiscal resources. Ability to develop analysis and reviews of strategic plans, performs plans and related information assuring close linkage of the planning, policy, and presentation processes. Evaluates overall program accomplishment, identifies problems and develops corrective measures or alternative approaches for implementation. Conducts objective qualitative and quantitative analysis of performance information to gauge progress and impact of programs and strategies. Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. Demonstration of these KSAs must be supported by your application. Applicants should also make note of each KSA, as you will be asked to address them later in the application process.
