Summary

The position is located within the National Marine and Fisheries Service, whose mission is responsible for the stewardship of the nation's ocean resources and their habitat, supporting the broader strategic goals of the Department and NOAA. In this role, the incumbent serves as the principal adviser to leadership on overall information resources/systems management. The position reports directly to the Deputy Assistant Administrator for Operations.

Duties

As the Assistant Chief Information Officer (ACIO) for the National Marine Fisheries Service (NMFS), the incumbent will serve as the principal adviser to NMFS leadership on overall information resources/systems management and will strive to improve the operations and service delivery of NMFS programs through the effective use of IT, and support implementing enterprise solutions in accordance with the NOAA IT portfolio management plan. The ACIO: 1. Leads NMFS in the effective management of information resources by advocating cross-organizational program process improvements; ensuring program processes are modified to take full advantage of IT solutions; developing and promoting standards based IT; enabling cost-efficient and effective use of IT; and exercising principles of effective IT capital planning and investment analysis. 2. Promotes and shapes an effective strategic and operational IT planning and investment process that includes responsibility for ensuring appropriate FITARA oversight and approval of IT investments in coordination with NMFS Portfolio managers. Integrates the budget process, implements priorities established by NMFS and fully integrates NOAA's and the Department's strategic plans. The ACIO will encourage and enforce viable IT strategies/operations through participation in the program systems planning process as an agent for change, and will support the strategic information resources plan. The incumbent will ensure that IT projects included in the IT strategic and operating plans support the business needs of NMFS and are prepared in accordance with Departmental and OMB guidance. 3. Develops, issues, monitors and enforces compliance with policies, guidance and standards applicable to all IT hardware, software and telecommunications in the NMFS. Of particular importance is the responsibility for overseeing and ensuring compliance with IT security policy, procedures, and services across the NMFS. 4. Advises NMFS leadership, in partnership with other senior managers, to promote innovative uses of technology and facilitate management access to needed information resources. 5. Provides oversight to ensure information and records are properly managed; i.e., information is collected only as needed, protected from those who would destroy or abuse it, readily accessible to those who need it, and quickly disseminated to those who plan to use or contributed to it. 6. Works with NMFS management to ensure the conduct of IT processes is timely, cost effective, in accordance with all applicable statutes, regulations and policies, and provides the best available capability consistent with requirements and within available budget resources. 7. Supports research, development and engineering efforts needed to define IT alternatives that can improve operations and customer service, as well as keeping current with user requirements and customer satisfaction concerning products and services. 8. Promotes shared development for common Federal processes, interoperability, and sharing of information by participating as a member of the CIO Council. Requirements

Conditions of Employment Must be a U.S. Citizen or National. Senior Executive Service employees are subject to a one year probationary period (unless already completed). Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. This position requires a Top Secret security clearance with access to Sensitive Compartmented Information. PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. PTQ 1: Demonstrated executive-level ability to lead, manage, and oversee complex, large-scale Information Technology programs and investments (including IT capital planning, FITARA oversight, and business process re-engineering), with a comprehensive understanding of current and emerging technical disciplines, such as cloud computing, enterprise architecture, software engineering, and telecommunications systems integration. PTQ 2: Demonstrated experience applying rules and/or regulations for federal IT programs, including meeting IT security standards, and leading the implementation of responsive IT programs across a large and complex organization such as a Federal, state, or local government agency, nonprofit organization, or private company. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional/Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and PTQs, you may not receive further consideration for the position. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: Applicants who are current or former members of the SES, have SES reinstatement eligibility, or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP) should submit supporting documentation (e.g., SF-50 or OPM Qualifications Review Board (QRB) certification) reflecting their eligibility for noncompetitive appointment to the SES.
