Full job description

Description We are looking for a Compliance Manager to oversee fleet and driver compliance operations for our Energy/Natural Resources business in Midland, Texas. This role is responsible for keeping vehicle, trailer, and driver records current while helping ensure day-to-day operations meet applicable transportation and safety requirements. The ideal candidate brings strong administrative discipline, sound judgment, and the ability to work across HR, Safety, Operations, and leadership to address compliance risks before they affect the business.

Responsibilities:

  • Oversee a centralized record of trucks, trailers, and other assigned fleet assets, ensuring key details such as identification data, assigned users or locations, registrations, inspections, maintenance status, and operational compliance records remain accurate and up to date.

  • Manage the approved driver roster by partnering with HR, Safety, insurance, and operational leaders to verify licensing, eligibility, certifications, training completion, and any applicable driving restrictions.

  • Review planned vehicle and trailer assignments to determine regulatory obligations related to weight classifications, operating jurisdictions, driver qualifications, hours-of-service, inspection standards, registration, and permitting requirements.

  • Prevent noncompliant vehicle operation by confirming that drivers and equipment are not dispatched when required qualifications, certifications, inspections, registrations, or authorizations are missing or expired.

  • Maintain driver qualification files and supporting records, including motor vehicle reports, license information, medical documentation, review cycles, and other materials required by regulation or company policy.

  • Coordinate hours-of-service and recordkeeping compliance where applicable, and retain documentation that supports exemptions or operational determinations when permitted under governing rules.

  • Administer regulated drug and alcohol program requirements for covered drivers while distinguishing those processes from nonregulated company testing protocols, escalating concerns to HR as needed.

  • Monitor approved fleet technology and telematics data to identify unsafe driving patterns, unauthorized use, vehicle alerts, maintenance concerns, and other exceptions, then document and report notable issues to management.

  • Prepare recurring compliance and fleet exception reports covering credential expirations, training deficiencies, inspection or maintenance delays, incidents, citations, and unresolved corrective actions.

  • Work with Operations, shop personnel, branch leadership, and external vendors to coordinate required inspections, repairs, and maintenance activities and to ensure supporting records are properly maintained. Requirements • Experience managing fleet, transportation, or operational compliance programs in a regulated industry environment.

  • Working knowledge of driver qualification standards, vehicle documentation, inspection tracking, and maintenance record administration.

  • Ability to interpret transportation compliance requirements and escalate unclear regulatory matters before operational decisions are made.

  • Strong administrative and organizational skills with a high level of accuracy in maintaining confidential records and compliance files.

  • Experience collaborating with cross-functional teams such as HR, Safety, Operations, and risk or insurance stakeholders.

  • Proficiency with fleet monitoring systems, reporting tools, and standard business software used for compliance tracking and documentation.

  • Ability to review background-related information, driver eligibility records, and supporting documentation in accordance with company policy and applicable regulations.

  • Strong written and verbal communication skills with the ability to document findings, prepare reports, and communicate compliance concerns clearly.
