Establishes and maintains competitive pay structures and strategies aligned with organizational goals, state statutes, and market trends.Initiates and implements changes to existing state policies and procedures as needed.Provides expert guidance, technical assistance, and data-driven total rewards recommendations to agency leadership and stakeholders to attract and retain talent.Ensures all programs comply with applicable federal and state laws, regulations, ensuring quality operations, legal compliance, and alignment with the state s strategic vision and state policies.Directly supervises and develops a high-performing team of HR specialists while managing team workload and professional development.
