Description

The Regional Manager reports to the Regional Vice President or Executive Vice President. Through the supervision of Community Managers, the Regional Manager has complete responsibility for all properties within their portfolio, including oversight of general administration, leasing, maintenance of the physical property, capital expenditures, program compliance, communication with governmental agencies, budget preparation, and financial control, direction of staff, resident relations and communication with supervisors and owners.

Responsibilities:

  1. Provides direction and support to the on-site personnel that have the responsibility of day-to-day operation of the property.

  2. Make recommendations to the Regional/Executive Vice President, to improve the profit and productivity of the property. Works closely with accounting on all property financial information.

  3. Provides direction to on-site personnel for compliance with all government agencies rules and regulations.

  4. Ensures proper selection, hiring, training, and motivation of on-site personnel.

  5. Provides financial oversight of individual properties to include budget preparation, monitoring budget and expenses, monitoring capital improvement expenses, collections of rents due, submission of monthly HAP Vouchers, lease renewals/recertifications, and ensuring timely make ready and leasing of vacant apartments.

  6. Performs physical inspections of all properties' common areas and apartments to identify and report any and all deficiencies present.

  7. Oversees preparation for HUD REAC/Nspire, and state agency inspections to ensure passing scores. Communicate with supervisors and owners as necessary to identify and request funding necessary to achieve passing scores.

  8. Performs periodic resident file inspections of all properties to identify and report any and all deficiencies

  9. Coordinates with the Regional/Executive Vice President and Compliance Department for all Management and Occupancy Reviews (MORs), lease-ups, tax credit inspections, and all other compliance-related matters.

  10. Assists in the establishment or performance goals for Community Managers and other on-site personnel.

  11. Keeps owners, Regional/Executive Vice Presidents, Directors, President, and CFO advised of significant operational issues.

  12. Attends resident/board meetings periodically or as requested by residents/owners.

  13. Organize group meetings and training opportunities for the portfolio.

  14. Identifies new business opportunities for the Company

  15. Interfaces with Social Services at properties, if applicable.

  16. Attends training and meetings as requested.

  17. Performs other duties as assigned.
