Duties
The United States Space Force (USSF) Headquarters (HQ) at the Pentagon is searching for a Human Resources Plans and Operations Specialist (NH-0201-04, GS 14/15 equivalent). Description: Shape the future of United States Space Force (USSF) human capital as a Strategic Human Resources (HR) Plans and Operations Lead. Serving in this senior role, you will drive the development and implementation of comprehensive human capital strategies directly aligned with the USSF national security mission. In this role, you will lead efforts to organize, train, and equip our space forces by synchronizing the manpower, finance, and HR "triad" to design a fully funded, mission-ready enterprise. Rather than managing routine transactions, you will leverage advanced workforce analytics to identify trends and articulate key strategic findings directly to senior military and civilian executives, ensuring our civilian workforce is postured for future mission-critical environments. Major Duties & Responsibilities As an expert you will be responsible for: Strategic Planning & Workforce Analysis (Critical): Served as the principal USSF representative on joint-agency working groups, leveraging advanced workforce analytics to diagnose talent deficits and clearly articulating critical strategic findings to senior command leaders to align enterprise-wide recruitment policies. Lead, initiate, and direct complex human capital programs, developing long-range goals and objectives that integrate Space Force mission requirements with enterprise-level human capital objectives. Conduct comprehensive research and data analysis to identify workforce trends, analytic gaps, and opportunities. You will provide expert analysis and data-driven recommendations to leadership to inform strategic workforce planning and resource/investment decisions. Design and implement the USSF Annual Staffing Plan, program evaluation, and process improvement initiatives to enhance organizational effectiveness and eliminate barriers to mission accomplishments. Stakeholder Management (Critical): Establish and maintain productive working relationships with senior officials internal and external, along with stakeholders across SECAF, OCSO, VCSO, DoD, OPM, and civilian institutions to promote mission objectives. Directly communicate on strategic human capital matters, including senior recruitment, talent management, and hiring and retention planning. Work across human capital functions to develop and implement complex and high-level strategies and programs for the agency. Enterprise Strategy Formulation & Mission Assessment (Critical): Develop near/mid/long-term strategy documents, formal policies, and executive-level memoranda that provide clear guidance to needs/requirements and resource planning staff. Performs strategic communication to advocate for the agency, preparing and delivering high-impact presentations on USSF executive human resource management to all levels of the USSF, USAF, and DoW. Leveraged cross-functional analytics to integrate manpower authorizations, budget programming, and HR metrics, translating complex resource data into a fully funded, strategically postured workforce design. The ideal candidate is a visionary leader and strategic advisor who operates at the intersection of enterprise strategy, analytics, and resource management. They possess a proven ability to synchronize the resource 'triad'-harmonizing manpower authorizations, fiscal programming constraints, and human resource execution-to design and staff a mission-ready workforce. Candidate possesses the analytical acumen to interpret complex datasets and the communication mastery to articulate high-impact strategic narratives to senior military and civilian executives (General Officer/SES). Has the ability to maintain professional stature and establish collaborative partnerships to institutionalize forward-looking talent management solutions. Experience with Alternative Personnel Systems (such as AcqDemo) is strongly preferred. Qualifications
