Summary
This position is located in the Office of the Secretary, Office of the Executive Secretariat-Executive Director/Human Resources (S/ES-EX/HR). The Human Resources Unit is responsible for providing consultative, operational, and policy advice and service to the senior-most leadership of the Department and is often tasked directly by the Under Secretary for Management for the most sensitive personnel actions involving senior leadership, foreign service, career, and political appointees.
Duties
- Advises top management on long-term recruitment strategies to best attract, hire and retain a skilled and motivated workforce including available flexible hiring authorities, and sources and special programs.
- Conducts and/or advises hiring officials on the development of job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques.
- Reviews complex and controversial staffing requests to ensure compliance with staffing regulations and policies.
- Represents the bureau(s) HR program at interagency meetings and forums. Serves as needed on intra-Departmental working groups in area(s) of functional specialization.
- Performs pay setting and processes HR actions in electronic HR systems.
Qualifications
GS-12 Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience resolving high-priority recruitment and placement actions for a complex portfolio ensuring compliance with Office of Personnel Management (OPM) and agency guidelines. Experience advising management on long-term recruitment strategies, flexible hiring authorities, and special programs. Experience providing day-to-day technical advice, guidance, and interpretive assistance to supervisors and managers on recruitment strategies, job analysis, and rating criteria. There is no substitute of education for specialized experience for the GS-12 position. GS-13 Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience serving as a technical expert and advisor to senior leadership on complex, controversial recruitment challenges. Experience reviewing, evaluating, and rating applicant qualification packages to prepare merit promotion and competitive certificates. Experience reviewing and auditing recruitment actions in Delegated Examining Unit (DEU) and merit promotion to ensure compliance with Office of Personnel Management (OPM) and agency guidelines. Experience developing and refining operating policies, standard operating procedures, and strategic hiring guides to address unique organizational staffing hurdles. There is no substitute of education for specialized experience for the GS-13 position.
