Summary
About the Position: This job announcement is for a Natural Resources Specialist (Ranger), GS-0401-09/11 position with the U.S. Army Corps of Engineers, Rock Island District. This position is at the Saylorville Lake Project Office, located in Johnston, Iowa. Selection(s) may be filled at either (GS-09 or GS-11) grade level. If selected at the GS-09, noncompetitive promotion to the full performance level is authorized.
Duties
- The below duties are listed at the full performance grade level, GS-11:
- Implement natural resources conservation, recreation, and environmental plans, programs, and procedures to support the effective management and stewardship of natural and recreational resources.
- Prepare and maintain planning documents for assigned programs, including Emergency Action Plans and other program-specific plans, to support effective program management, coordination, and execution.
- Administer and oversee contracts supporting facility operations, ensuring contract requirements are met and services are effectively coordinated and delivered.
- Serve as a Contracting Officer’s Representative (COR) by monitoring contractor performance, ensure compliance with contract requirements, and coordinate with the Contracting Officer to address contract-related issues.
- Apply applicable laws, regulations, and policies related to biodiversity, endangered species, wetlands, and wildlife in the planning, management, and implementation of natural resources programs and activities.
- Develop guidelines, standards, and procedures for assessing and analyzing public needs to support effective planning, program development, and resource management.
- Explain rules, regulations, policies, and procedures governing the use of facilities to the public, ensuring users understand applicable requirements, restrictions, and responsibilities.

Additional information about transcripts is in this document. Basic Requirement for Natural Resource Specialist (Ranger): A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for the GS-09 level: One year of specialized experience which includes developing natural resources conservation, recreation, and/or environmental plans; providing project information to local, state, and Federal agencies and/or the visiting public; assisting with programs designed to protect and further enhance fish, wildlife, vegetative and/or water resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: General Natural Resources Management and Biological Sciences. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for the GS-11 level: One year of specialized experience which includes managing and developing natural resources conservation, recreation, and/or environmental plans; providing project information to local, state, and Federal agencies and/or the visiting public; and/or implementing programs designed to protect and further enhance fish, wildlife, vegetative and/or water resources; and developing contract specifications for service contracts and/or assisting with contract administration of service contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). WORK ENVIRONMENT: The work is usually accomplished in an office setting and outside in the parks, dam, levees, or environmental resource areas. The outside work may be at construction areas or areas of rugged topography and thick vegetation. Contact with poison ivy, ticks mosquitoes are a common field occurrence. Employees are required to follow established safe working procedures. Appropriate personal protective equipment is provided to minimize or reduce hazardous conditions, and its use is mandatory. PHYSICAL DEMANDS: The work is usually accomplished in an office setting and outside in the parks, dam, levees, or environmental resource areas. The outside work may be at construction areas or areas of rugged topography and thick vegetation. Contact with poison ivy, ticks mosquitoes are a common field occurrence.
