Responsibilities
As the Product Line Manager, the candidate will be a seasoned leader responsible for overseeing day-to-day progress of a multifaceted program through constant interaction with the Government customer, technical and business managers and immediate staff, subcontractor partners, and program support personnel. This role blends technical knowledge with strategic management skills to ensure the stability, scalability, and efficiency of complex technical environments.
They will be responsible for overseeing employees and subcontractors. This role requires exceptional leadership, communication, and organizational skills, as well as experience managing IT initiatives. The candidate will direct the work of employees and subcontractors assigned to the program from the technical and administrative areas and provide leadership and mentoring to the team.
Oversees Staffing Plans, including skill and labor mix, to support contract operations. Oversees recruiting, interviewing, and hiring staff. May assign staff and provide directions as necessary to complete tasks. Monitor contract, subcontract, and funding; directs forecasting efforts of program financial performance.
Qualifications
18 years of experience, may have management experience
Experience within Program/Project management. Up to half of this requirement (up to 10 years) may include military service in command leadership roles, i.e. CO, XO, OIC, COS, OPS.
Program Management experience with the Department of Veteran Affairs
Experience managing federal contracts over $400M
Working knowledge of the Dept of Veteran Affairs’ processes, programs, and policies
Expert representational, oral, and written communication skills, including the ability to produce clear, logical, and concise products
Superior organizational and interpersonal skills, and demonstrated ability to interface effectively via written and oral forums with personnel at all levels of government
Demonstrated experience managing multiple concurrent IT projects with cross-functional technical teams.
Experience managing software development, infrastructure modernization, cloud migration, cybersecurity, or enterprise IT initiatives.
Demonstrated expert ability to effectively work with senior and executive level government staff
US Citizenship
Ability to hold a position of Public Trust
PREFERRED:
Bachelor’s degree in relevant field or Master’s degree in relevant field
Active VA Public Trust or equivalent DoW security clearance
Project Management Professional (PMP) certification
Relevant SAFe, or other Agile, certification
Experience supporting US Government cloud environments, including AWS GovCloud, Azure Government, or other secure cloud platforms
Familiarity with ITIL processes and IT Service Management (ITSM)
Experience with DevSecOps, CI/CD pipelines, automation, and cybersecurity compliance frameworks
Experience managing programs under federal acquisition regulations and performance-based contracts

Target Salary Range $176,000 - $282,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
