Summary

This position is located within the Department of the Interior, U.S. Fish and Wildlife Service, John Heinz National Wildlife Refuge at Tinicum in Philadelphia, PA. Salary Range Information: GS-09: $68,014-$88,421 GS-11: $82,289-$106,982 Pay will vary based on grade level and/or duty location for which you're selected. First time hires to the Federal government normally start at the step 1 rate.

Duties

At the full performance level (GS-11) the major duties of this position include, but are not limited to the following: Plan and manage construction and maintenance projects, including reviewing designs and specifications, determining construction sequencing, developing cost estimates, and coordinating project execution. Coordinate personnel, materials, equipment, and other resources to complete Maintenance Action Team (MAT) and facility projects safely, efficiently, on schedule, and within budget. Provide construction oversight, inspection, quality control, and safety monitoring to ensure contractor and Service work complies with plans, specifications, environmental requirements, and established safety standards. Develop, monitor, and manage project scope, schedules, budgets, and cost estimates, identifying and resolving issues that could adversely affect project performance. Maintain project records, reports, and facility management data using FWS (Fish and Wildlife Service) systems such as SAMMS (Service Asset Maintenance Management System) and FBMS (Financial and Business Management System) and communicates project status, quality-control information, and supporting documentation to management and stakeholders. Perform contracting and acquisition responsibilities, including COR (Contracting Officer Representative) duties, monitoring contractor performance, preparing scopes of work and purchase requests/orders, and procuring project supplies using the FWS purchase card. Provide technical expertise, advice, mentoring, and training on construction, maintenance, equipment operations, and MAT activities to Refuge, Regional, and Service personnel. Duties will be developmental in nature when filled below the full performance level. Physical Demands: The work requires some physical exertion such as long periods of standing; recurring bending, crouching, stooping, stretching, or reaching; or lifting moderately heavy equipment or other items weighing less than 23 kilograms (i.e., under 50 pounds) such as small hydraulic pumps and supplies. Work Environment: The work involves regular and recurring exposure to moderate risks and discomforts associated with work areas, such as: exposure to strong odors or fumes from fuels or chemicals used in work processes; or working near operating machinery, moving vehicles, or electrical hazards. The work situation requires the employees to continually stay alert and to take special safety precautions, including wearing special protective items of clothing. Requirements

You may be required to complete training, obtain and maintain a government credit card with travel and purchase authority. You must be at least 18 years of age or older to operate government vehicles. As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. All qualifications must be met by the closing date of this announcement-09/27/2026-unless otherwise stated in this vacancy announcement. To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: To qualify for this position at the GS-09 grade level: Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience which includes activities such as: assist with planning and coordinating construction or facility maintenance projects; assist with developing, monitoring, and managing project scope, schedules, budgets, costs, and resource requirements; perform contracting and acquisition-related project duties with guidance from senior staff; and support the coordination of multidisciplinary project teams and collaborating with internal and external partners or stakeholders. You must include hours per week worked in your resume to receive credit for experience. -OR- Education: Successful completion of at least two years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in engineering, industrial arts, property management, or business administration from an accredited educational institution. You must include transcripts. -OR- Combination of education and experience. Note: only education in excess of the first year of graduate-level education (the amount required for the next lower grade level) may be combined with experience to meet the total requirement. For example, applicants with 6 months of appropriate experience equivalent to the GS-7 (50% of the experience requirement), and 27 semester hours towards a graduate degree described in 1B above (50 percent of the education requirement to qualify for GS-9, in excess of that required for GS-7) would be qualifying for the GS-9 grade level (assuming one year of graduate education is defined by the college or university as 18 semester hours).You must include hours per week and transcripts. -AND- To qualify for this position at the GS-11 grade level: Specialized Experience Requirement: you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience which includes activities such as: plan and coordinate construction or facility maintenance projects; develop, monitor, and manage project scope, schedules, budgets, costs, and resource requirements; perform contracting and acquisition-related project duties; and lead or coordinate multidisciplinary project teams and collaborate with internal and external partners or stakeholders. You must include hours per week worked in your resume to receive credit for experience. -OR- Education: Successful completion of at least three years of progressively higher-level graduate education leading to a Ph.D. degree, LL.M., or Ph.D. or equivalent doctoral degree in engineering, industrial arts, property management, or business administration from an accredited educational institution. You must include transcripts. -OR- Combination of education and experience. Note: only education in excess of the first two years of graduate-level education (the amount required for the next lower grade level) may be combined with experience to meet the total requirement. For example, applicants with 6 months of appropriate experience equivalent to the GS-9 (50% of the experience requirement), and 45 semester hours towards a degree described in 2B above (50 percent of the education requirement to qualify for GS-11, in excess of that required for GS-9) would be qualifying for the GS-11 grade level. You must include hours per week and transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
