Summary

This National Guard position is for a HEALTH SYSTEM SPECIALIST, Position Description Number D1171000 and is part of the State Surgeons Office, National Guard. NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard.

Duties

As a HEALTH SYSTEM SPECIALIST, GS-0671-12, you will: Responsible for oversight, administration, and implementation of policies pertaining to state medical affairs, and exercise of programs such as: Line Of Duty (LOD) Investigation Program, Incapacitation Pay Program, Active Duty Medical Extension (ADME) Program, MOS Medical Review Board (MMRB) Program, Medical Disqualification Program, Follow up Health Care Program, Medical Claims Processing Program, Medical Travel and Orders Program, Medical Evaluation Board (MEB), Physical Evaluation Board (PEB), Human Immunodeficiency Virus (HIV) Screening Program, Immunization Program, routine and special physical examinations and waivers, Weight Control Program, and Over-40 Medical Screening Program. Coordinates with the National Guard Bureau (NGB), the Military Medical Support Office (MMSO), Tri-Care, U.S. Total Army Personnel Command (PERSCOM), Regional Medical Command, the Military Treatment Facilities, and the Medical Evaluation Board (MEB), and Physical Evaluation Board (PEB) Liaison Offices located within the state. Serves as the principle advisor to the Chief of the MILPO, as well as to general officer commanders, and personnel on eligibility for health care, sources of health care, medical aspects of physical readiness training and testing, Active Duty Medical Extensions, and LOD investigations. Manages the funds associated with the health services account and provides an accounting for expenditures as required. Responds to inquires and various correspondence on health services issues and maintains an action file on all responses Performs other duties as assigned. Requirements

Additional Employment Requirements: -Participation in direct deposit is mandatory -May be required to successfully complete a probationary period -Federal employment suitability as determined by a background investigation -Males born after 31 December 1959 must be registered for Selective Service You may be required to successfully complete a 1- or 2- year probation/trial period to assess performance, conduct, agency needs, public interest, and efficiency. Employment ends unless certified in writing that it advances the agencies interest. Title 32 Dual-Status Positions: Military Grade: Min: 1st Lt/1LT/O-2 and Max: Maj/MAJ/O-4 Applicant(s) (Enlisted) who are over grade must clearly state, in their resumes, their intentions to willingly take a reduction in grade Title 32 Dual-Status Positions: Compatible Military Assignments Appointments may require the selected candidate to be assigned to a military unit compatible with the full-time Military Technician (Dual Status) position. Military Unit -- The unit by which the individual is employed as a Military Technician (Dual Status) employee; or a unit that the individual is employed as a Military Technician (Dual Status) employee to support. (Guidance established by NJ HRO-J1) Qualifications

GENERAL EXPERIENCE: Must have have at least 12 months on-the-job experience and validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least 12 months experience and knowledge in the following: Basic principles and practices related to the management of health care delivery systems General clerical procedures; medical terminology; regulations, and directives; medical ethics; health records administration; principles of coding; and anatomy or physiology programs Health facilities, health plan management, medical resources, health care information management and information technology, medical logistics, or medical readiness (including aeromedical evacuation) Analyzing and recommending solutions to complicated problems Developing and implementing various policies and procedures used in the state medical programs Administrative areas such as budget, personnel and public relations within a medical unit or medical activity.

Education

EDUCATION REQUIREMENTS An Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management. Other completed degrees in Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research or other closely-related degree fields. OR A Graduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or other business-related equivalent. How You Will Be Evaluated
