POSITION OVERVIEW

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Houston Parks and Recreation Department (HPARD) is seeking a detail-oriented and analytical professional to serve as a Financial Analyst I within the Management & Finance Division. The Financial Analyst I performs routine technical financial work involving the processing and analysis of financial transactions, preparation of financial reports and work papers, revenue budget support, account reconciliations, journal entries, and financial data analysis. The selected candidate will perform the duties below:

•Enter Cash Receipts (CRs) from Parks and Recreation locations into SAP. •Download daily ACH report from Chase Bank to record accounts receivable payments at HPARD locations. •Bank reconciliation for the park and Recreation general depository account. •Prepare journal entries for monies sent to the Headquarters location along with documentation in SAP. Process with accuracy and communicate accounting information to personnel

  • Assists with the annual revenue budget". Update/email information to Cost Center Managers. Communicate schedules to personnel when to complete/return. Once Form 1’s information is returned, meet with Cost Center Mangers to review for accuracy and enter BudPrep system. •Forecast Revenue Current Budget Projection on all Funds. Analyzing and reporting any abnormal variances that may cause shortages. •Be responsible for monthly MFOR submittal in a timely without errors to Supervisor. •Abide by all Department Policies and Procedures for cash management when deposits are received or generated. Confirm that all supporting documents are correct and accurate. •Support all other Parks and Recreation divisions as needed. •Create Purchase requisitions for the Parks divisions as quotes are presented. •Track Houston Parks Board requisitions and provide account balance after each request. •Reconcile Houston Parks Board accounts when monthly account balances are received from HPB accounting staff. •Create journal entries from Active Network generated reports for HPARD locations that are cashless. All other duties as assigned.

WORKING CONDITIONS The position is physically comfortable; the individual has discretion about walking and standing. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, such as occasional exposure to office chemicals and/or extensive use of a video display terminal etc.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Finance, Accounting, Business Administration or a closely related field.

EXPERIENCE REQUIREMENTS No experience is required. Substitution: Four years of pertinent professional or para-professional experience may substitute for the education requirement. An Associate’s degree in Finance, Accounting, Business Administration or a closely related field and two years of pertinent professional or para-professional experience may substitute for the education requirement.

Eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

  • Experience working with SAP or another financial management system.
  • Experience processing cash receipts or accounts receivable transactions.
  • Experience performing bank or account reconciliations.
  • Experience preparing journal entries.
  • Experience with revenue budgeting or forecasting.
  • Experience preparing financial reports.
  • Experience using Microsoft Excel.
  • Experience preparing purchase requisitions.
  • Experience working with governmental or municipal financial operations.
  • Strong attention to detail.
  • Strong written and verbal communication skills.

SALARY INFORMATION GENERAL FUNDED Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
