Safety and Occupational Health Specialist

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a developmental position. Incumbent may be hired at the GS-11 or the GS-12 grade level. Provides Safety and Occupational Health Program support for the Aberdeen Proving Ground and Tenant Activities through the US Army Garrison and the Directorate of Public Works.

Duties

• Performs periodic onsite safety surveys for organic maintnenance team.
• Inspects maintenance facilities for safety compliance.
• Inspects construction projects and designs to determine compliance with applicable occupational safety standards.
• Investigates hazardous conditions, practices, equipment which involve checking physical layouts, construction procedures, tools, equipment, lighting, ventilation, sanitation, guarding physical hazards, protective personal equipment, fire prevention,
• Investigates hazardous conditions, practices, equipment which involve checking sanitation, guarding physical hazards, protective personal equipment, fire prevention, biological hazards, etc.
• Identify and analyze the nature and severity of hazards and possible remedial actions (i.e. elimination, correction, protection).
• Provides technical safety training to supervisors and employees using a wide variety of materials, publications, exhibits, protective devices, and visual aids.
• Promotes safety campaigns through oral presentations at local safety committee meetings, posting safety displays, and publishing mishap prevention articles.
• Investigates mishaps, obtains statements from witnesses, and photographs mishap scene.
• Records circumstances of mishap and extent of injuries, estimates cost of property damage, and prepares a final report of findings with recommendations to correct the unsafe acts or conditions that caused the personal injury or property damage.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes work that involves (1) Perform safety worksite inspections to collect safety and occupational health data to ensure conformance to regulations; (2) assist in safety training for the workplace; AND (3) and assist in the investigation of mishaps to collect and record data.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience: One year of specialized experience which includes work that involves:(1) Exercise Safety and Occupational Health regulations, principles, practices, and procedures. (2) Assist in planning the development of a Safety and Occupational Health Program to promote safety education and training; and (3). Investigate and analyze workplace mishaps and hazardous conditions to determine cause; write a final report with recommendations for solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or above. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. At the GS-11 level, an applicant may qualify based on either education or experience; however, at the GS-12 level, qualification must be based on specialized experience alone.
