ENGINEERING TECHNICIAN (CIVIL)

Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a developmental position with the full performance level at GS-11. Incumbent will be performing journeyman level work in contract administration support; office engineering support; and in performing installation, maintenance, operation, and testing duties.

Duties

• Resolves a variety of non-standard surveys, construction, and design problems.
• Verifies contractor compliance with the contract and checking workmanship.
• Receive and log contract correspondence into the computer system.
• Reviews proposed contract modifications or field changes to ensure any new, deleted, or revised bid items align with the original bidding schedule.
• File logs such as Quality Control (example: field-testing records, inspections); Quality Assurance (example: submittals) and file copies of drawings.
• Ensuring all records are complete and are contract compliant.
• This is not a complete duty of the position.

Qualifications

Specialized Experience: One year of specialized experience which includes logging, documenting, and tracking contractor's submittals; analyzing contract schedules; and assisting with resolving construction disputes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

This is a Construction, Engineering, Infrastructure Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. All four locations Camp Parks, California; Concord, California; San Francisco, California; and Sausalito, California are under the same pay table. This is a developmental position. The duties of this position lead to the full performance level of GS-0802-11. The incumbent may be non-competitively promoted to the target level of the position upon (1) meeting all regulatory requirements, (2) certification by the supervisor of successful performance, (3) completion of all training requirements, and (4) the availability of work at the next higher grade level. Promotion is not automatic. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment, relocation, and student loan repayment incentive may be offered to highly qualified candidates (who meet the incentive eligibility requirements) and if it is determined to be in best interest of the Government.
