Full job description

The Project Engineer - Design Review & Project Controls is a critical member of the Construction Renovation Program Management Office (PMO), responsible for administering the Bluebeam-based collaborative Design Review Program across all active capital construction and renovation projects. This role serves as the primary Review Team Coordinator (Project Controls) for design milestone review sessions, ensuring that markup data is accurately exported, processed, analyzed, and reported to Design Managers and project/CPS/PMO leadership.

In addition to the core Bluebeam program responsibilities, this position provides essential project controls and data management support to the broader design and construction team—developing reporting tools, maintaining project information systems, and executing ad hoc analyses that enable effective program oversight.

Responsibilities :

  • Design Review Program - Bluebeam Administration: The Project Engineer serves as the Review Team Coordinator (Project Controls) for all milestone design reviews. This is the primary and most time-intensive function of the role, executed across multiple concurrent projects throughout the year.

  • Comment Reporting & Data Processing: At the close of each established review period, export all markup comments from the Bluebeam Studio session using the Batch Summary function, producing a structured .CSV Summary Report. Manually enter review comments submitted outside of Bluebeam (e.g., hard copy markups, direct spreadsheet input) to ensure a complete and uninterrupted comment record for every session.

  • Bluebeam Session Coordination & Support: Coordinate with Design Managers on review schedules, submission acceptance, and session participant communications.

  • Program Governance & Process Improvement: Maintain, update, and improve Bluebeam process documentation, instructional appendix guides, and training materials as the program evolves and expands (including assist with training and onboarding new stakeholders, A/E teams, etc).

  • Project Controls - Construction Program Support: Beyond the Bluebeam program, the Project Engineer provides project controls, data management, and analytical support to the PMO, design teams, and construction operations.

  • Data Management & Reporting: Develop, maintain, and improve project tracking tools, dashboards, and reporting systems that provide actionable visibility into design and construction program status.

  • Document Control & Information Management: Support document control workflows including tracking design submittals, managing milestone review package distribution, and maintaining session archives.

  • Ad Hoc Project Controls Support: Collaborate cross-functionally with construction operations, design management, facilities groups, and external stakeholders to address information needs across the construction program lifecycle.

  • Bachelor's degree in Architecture, Engineering, Construction Management, Project Management, or a closely related field.

  • 2-5 years of relevant experience in construction project controls, design management, or program administration.

  • Advanced proficiency in Microsoft Excel—including data manipulation, filtering and sorting, pivot tables, formatting for analytical deliverables, and formula-based data organization.

  • Experience with Bluebeam Revu or equivalent PDF markup and collaboration software; familiarity with Bluebeam Studio Sessions strongly preferred.

  • Strong organizational skills with demonstrated ability to manage multiple concurrent projects and deadlines without compromising accuracy.

  • Exceptional attention to detail, particularly in data entry, file management, document formatting, and report production.

  • Clear and professional written and verbal communication skills

Ideally, you'll have:

  • Experience working on a capital construction program or within a public agency, educational institution, or other institutional owner environment.

  • Familiarity with construction design milestone review stages (Schematic Design, Design Development, Construction Documents, Permit Submissions).

  • Proficiency with Google Workspace applications (Drive, Sheets, Docs, Calendar, Gmail).

  • Working knowledge of construction drawing disciplines (Architectural, Structural, MEP/FP, Civil, Landscape) and the ability to navigate and interpret design documentation.

  • Project Management Professional (PMP) certification or equivalent is a plus.
