Join Our Team at DCFS: Program Manager 3-LDH

The Program Manager 3-LDH position works within the Digital Services - Project Management subunit. Digital Services is responsible for enterprise project management and technology oversight across the department. Digital Services also provides leadership in project governance, systems implementation, and strategic alignment of technology solutions to support agency operations. Applicants with advanced knowledge and expertise in project management, information technology, and public sector program administration, including familiarity with DCFS programs, policies, and regulatory requirements, are encouraged to apply. The incumbent of this position should demonstrate the ability to lead large-scale initiatives, navigate complex stakeholder environments, and ensure compliance with all applicable state and federal laws governing DCFS operations.

Six years of full-time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.   • Directs daily Digital Services project and service management operations.
  • Administrative oversight of a statewide program through strategic planning, policies, and frameworks.
  • Executive leadership over project and IT service governance.
  • Controls project budget, operating expenditures, and technology investments.
  • Coordinates planning documents and federal reports.
  • Administers and oversees federal cooperative agreements, requests for proposals, etc.

Position-Specific Details: Appointment Type: This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months or by promotion of a permanent classified employee.

Work Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday – Friday. Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for. Some positions require working shifts. Work Location: Baton Rouge, LA - State Office

Louisiana HB 420 requires all prospective DCFS employees to complete and clear multiple background clearances prior to employment with this agency.
