This position serves as the specialist for data analysis and program evaluation for the Michigan Energy Assistance program (MEAP) and the MCL 460.11(2) the low-income rate provision programs, with duties including overseeing and coordinating the data collection and reporting processes, engaging in comparative analytics among energy assistance programs, and overseeing the development and ongoing implementation of an evaluation process for the MEAP Program grants and the MCL 460.11(2) program that is under transition per MPSC Case No. U-20757. This includes oversight of data development and software configuration to ensure data elements are prioritized, collected and reported accurately and consistently, including data visualization through dashboards, and other formats. This position troubleshoots and resolves data reporting and data integrity issues and leads committee work to inform data definitions, critical elements, and process flow. This position is the expert on the consolidation, analysis, and summary of key data and the metrics including comparative data analyses required under amended MEAP, Low-Income Energy Assistance Fund (LIEAF) and MCL 460.11(2) program for tracking, analysis and evaluation. Evaluation includes evaluating grantee performance, program outcomes and the implementation of the LIEAF law in relation to the MEAP, MCL 460.11(2) and its interaction with the Low-Income Home Energy Assistance Program (LIHEAP) in the Department of Health and Human Services and the Department of Treasury. This position consolidates, analyzes, interprets, summarizes, and visualizes historical, geospatial and inter-program data from utilities, human service agencies, the MEAP section, MI EJ Screen, and other departments and develops, writes and provides reports. This position works independently in decision making regarding data collection, analysis and reporting as well as evaluation process development, implementation and reporting.
