Summary About the Position: Serves as Chief, Development and Defense Section within the Programs Integration and Controls Branch; Programs and Project Management Division, with program management responsibilities for developing, defending, and maintaining a balanced, justified, and prioritized civil works program. Responsibilities Lead and oversee the development and defense of the District's Program including the President's Budget, Work Plan, Earmarks, Supplemental, etc for current and long-range civil works programs. Serve as point of contact with higher headquarters, Congressional staff, state and local government. Maintain a standard district project/operation managers for scheduling, funding, and manpower. Direct all necessary actions required under the Deauthorization of Project program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience is defined as: One year of specialized experience which includes Assist in or lead the development, coordination, and execution of short- and long-term project, operational, or program plans. Track project milestones and workflow progress, identify schedule or operational deviations, and recommend corrective actions or solutions. Collect, compile, and analyze technical, or financial data to support problem-solving, studies, or reporting. Provide advisory support, policy guidance, and technical recommendations to leadership, project managers, and cross-functional teams regarding program guidelines. Prepare, analyze, and justify personnel, staffing, workforce, or labor funding data and resource requirements. Participate in organizational work planning, timeline scheduling, and budget development or monitoring. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
