Summary
About the Position: Serves as the Senior Budget Analyst for Public Health Command - Pacific (PHC-P) with a wide variety of duties that include but are not limited to fund control and reprogramming request responsibilities, spend plan preparation and budget execution.
Duties
- Performs all aspects of planning, programming, and budgeting for both direct and reimbursable funds associated with potentially multiple appropriations and programs of the commands supported.
- Maintains data, maintains the core financial enterprise resource planning solution used to manage and improve financial performance, standardize business processes and ensure PHC-P can meet future needs for day-to-day financial management activities
- Serves as the Defense Travel Administrator (OTA) for the Defense Travel System (DTS).
- Serves as Agency Program Coordinator (APC) for the Government Travel Card (GTC).
- Serves as primary point of contact for all General Fund Enterprise Business System, Defense Travel System (DTS), Government Travel Card (GTC), ATAAPS, and Headquarters, subordinate Activities and Service Line annual funding program and execution.
- Serves as the primary Resource Management Advisor to the Commander and Executive Staff to assist in creating programs fund estimates through analysis of plans, goals and objectives for individual programs.

Current Department of Army Civilian Employees Applying on Time-Limited Assignments Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 4 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience Requirement: One year specialized experience which includes formulating annual budget estimates for organizational operating programs; certifying fund availability for contracts or acquisitions; reallocating funds to address organizational spending priorities; and developing strategic solutions to resolve complex budgetary problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Continued employment requires written certification that it advances the public interest. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is an 11 Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Recruitment and Relocation incentives are not authorized. This position is TERM NTE 4 years (may be made permanent).
