Job Descriptions:

Sigmatech is seeking a highly motivated Civilian Personnel Management Analyst to support the S1 Enterprise Talent Management Office (S1 ETM). ETM provides a centralized, one-stop space professional talent management shop. ETM is specifically responsible for the management of the United States Space Force Professional Development Program for the USSF S1. ETM is charged with identifying and executing all career field management requirements for space professionals, space billets, and tracking information; developing and executing the assignments process and board management of all Guardians; implementing and managing military and civilian career requirements for all USSF space billets; and defining career force management guidance, plans and programs. The ETMO tracks and provides recommendations to the Space Professional Cross Functional Managers on Key Developmental Positions (KDPs) and Key Leadership Development Positions (KLDPs) for all USSF professional career fields as well as assigning each position. ETM tracks metrics on key force management indicators (e.g. promotions, developmental education selection, retention, etc.) and consolidates senior leader recommendations focused on Guardian career fields’ health and sustainment. ETM partners with the Air Force Personnel Center (AFPC) and works to increase human resource overall value of the Guardian experience. ETM also works with all S1 and Higher Headquarters organizations to continuously monitor and deliver human resource outcomes across the USSF. ETM provides a critical integrating function and responsive, single lens for the S1 to understand the current state of professional developmental programs for USSF Guardians.

The contractor shall provide professional and technical support for the S1 ETM in the areas of planning, policy, strategy, research, analysis, database management and office administration. The contractor shall assist in the analysis, determination, billet alignment and programming for USSF manpower positions and USAF positions supporting the USSF by applying DoDI, DAF, Joint and USSF instructions and policies coupled with performing research, fact-finding, and the use of analytical manpower methods. The contractor will also perform civilian position reviews and organizational actions to support current and future USSF units and non-units.

Responsibilities

  • The contractor shall assist the government in executing Civilian Personnel Management and Administration program duties in alignment with DAFI 36-129.

  • Duties include supporting hiring and manning actions, classification support, processing awards, and working with stakeholders to improve internal guidance and processes.

  • Understanding of current policies, programs and procedures governing the DAF’s Civilian Personnel system and impacts on employee’s careers.

  • Provide program management support to the Commanders Support Staff with MilPDS updates, tracking, routing, and processing of documents and taskers.

  • Respond to and manage related Commanders Support Staff taskers.

  • Provide training and support activities to ensure stakeholders have the necessary knowledge and skills.

  • Manage and maintain effective record keeping of communications with customers and communicate them with leadership.

  • Execute program support in alignment with emerging DAF policy.

  • Deliver recommendations in a professional format not limited to; email, bullet background paper, briefing slides, messaging, and briefings.

  • Responsible for utilizing all security measures to protect PII.

Required Experience:

  • Must have an active Secret security clearance to be considered for the position.

  • Bachelor’s degree (may be substituted with relevant experience).

  • 3 years of experience in Operations, Human Resources, or Analysis.

  • Background in DAF Civilian personnel or human resources career field.

  • Knowledge of task management systems to include Enterprise Task Management Software Solution (ETMS2).

  • Ability to foster cooperative and productive working relationships by clearly communicating expectations, encouraging collaboration, and promoting shared understanding.

  • Ability to work collaboratively with personnel at all levels of the customer organization to achieve mission objectives; strong networking, interpersonal, and customer service skills are essential.

  • Ability to perform work with a high degree of attention to detail, ensuring accuracy, and completeness.
