Lead Software Engineer, Digital Transformation

OPPD is seeking a Lead Software Engineer to join our Digital Transformation team. As OPPD continues its digital transformation journey, this role plays a critical part in modernizing systems, advancing technology capabilities, and driving enterprise software innovation. This position serves as a senior technical leader responsible for shaping software strategy, architecting scalable solutions, optimizing key platforms, and guiding high-impact technical initiatives across the organization. This is a hands-on, highly visible role where you will drive technology strategy, support major system initiatives, and serve as an escalation point for complex software needs, all while ensuring secure, reliable, and efficient performance across OPPD's enterprise platforms.

The Impact You Will Have

Serve as the primary driver of functional or technical initiatives by translating strategic direction into actionable plans and coordinating cross-functional execution.

Architect and implement scalable software solutions by analyzing current-state environments, evaluating emerging tools, and enforcing design standards.

Lead analysis, integration planning, and lifecycle management activities for software platforms.

Oversee procurement evaluations, vendor assessments, and maintenance strategies to ensure secure, reliable, and cost-effective systems.

Act as the escalation point for high-complexity software incidents and system changes, supporting resolution and minimizing business disruption.

Consult on non-standard service requests and uphold service level agreements.

Collaborate across departments to ensure software systems and technology initiatives align with business goals and enterprise architecture.

Translate complex technical concepts into clear, actionable information to support cross-functional decision-making.

Identify and implement best practices to elevate software delivery and promote continuous improvement.

Provide mentoring, coaching, and technical guidance to developers and engineers, ensuring work aligns with architectural direction, scope, quality standards, and timelines.

What You Will Bring

Demonstrated ability to successfully complete essential duties with or without reasonable accommodation.

What Will Help You Stand Out

Bachelor's degree in Computer Science, Management Information Systems, Engineering, Mathematics, or related field, and a minimum of six (6) years of experience in an equivalent role, OR 10+ years of experience with design, configuration, and operation of an enterprise-class environment.

3 years of experience in an equivalent technical lead role.

Experience in software engineering, systems development, or enterprise technology.

Experience with Maximo, MuleSoft, BitBucket, SmartWX, and ArcGIS.

Experience with Java, JavaScript, Python, Arcade, PowerShell, SQL.

Experience with Oracle, MS SQL, and DB2 databases.

Experience with Databricks.

Experience with Azure and AWS cloud platforms.

Deep experience architecting and implementing scalable enterprise software systems.

Strong background in software design standards, integration planning, and lifecycle management.

Experience serving as an escalation point for complex technical issues.

Ability to lead cross-functional technical initiatives and translate technical direction clearly across teams.

Demonstrated ability to mentor and guide developers and engineers.

Strong communication skills for partnering with stakeholders and translating complex concepts into clear insights.

Experience evaluating emerging tools, conducting vendor assessments, and aligning technology with organizational strategy.

Salary/Wage

Level - S6

Min - $109,942

Mid - $137,428
