The primary purpose of this position is to serve as the senior technical advisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Headquarters Air Reserve Personnel Center (HQ ARPC), Points Management Branch (DPTSP).

Duties

Provides senior technical and expert advice and guidance on Air Force Reserves and Guard (AGR) Points Accounting and Accreditation and Point Credit Accounting and Reporting System (PCARS) Plans, organizes, and directs the activities of Points Management Branch, ensuring that Points and Service Accounting and Crediting complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents ARPC and Air Reserve Component (ARC) with a variety of AFRes and ANG organizations. Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 201 Series SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of personnel programs/computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and systems development life cycles, analytical and diagnostic methods, programming, and systems analysis. Knowledge of and skill in applying, practices and procedures involved in a wide range of concepts, principles, and practices of Guard and Reserve military personnel program and/or significant depth of knowledge and expertise in one or more specific programs to carry out difficult and complex work assignments. Knowledge and skill in applying analytical and evaluative methods and techniques to improve organizational efficiency/productivity; develops new or modified work methods, processes or procedures. Knowledge of the Guard and Reserve's major programs, mission, and functions of the organization. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your official transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of PCARS operations, Air Force Reserve Programs, personnel management policies, Title 10, USC; Title 32 USC; Title 37 USC; DOD directives and Reserve pay processes. Knowledge of HR policies, practices, and procedures relating to points crediting for ARPC members, including the ability to adjust work operations to meet emergencies; the ability to change program or production requirements within available resources and with minimum sacrifice of quantity or quality of work; and the ability to establish program objectives or performance goals and assess progress toward their achievement. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to gather, analyze and summarize complex data and to develop and present findings. Ability to communicate effectively, both orally and in writing in a highly effective and professional manner, to interact with diversified groups, individuals, and organizations. Comprehensive knowledge, understanding and application of a broad array of Reserve and Guard military personnel and HR laws, rules, policies, procedures, objectives, peculiarities and any other instrument that sets forth criterion relating to points verification and accreditation processes for Reserve and Guard members and to serve as a technical, managerial authority and business process owner, as well as, advise personnel on how to resolve unprecedented or unusual situations/issues and interpret and adapt various guidelines to case specific considerations. Knowledge and understanding of the use, manipulation, application and functions of the Military Personnel Data System (MILPDS), Right Now Technologies (RNT) and Virtual Personnel Center Guard/Reserve (vPC-GR) and Personnel Services Delivery Transformation efforts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
