PUBLIC HEALTH NURSE IV

APPLICATION ACCEPTED FROM: ALL Person Interested Division: Public Health Services Section: Health Centers Locations: Houston, TX (Various)Workdays & Hours: Monday - Friday 8:00 am to 5:00 pm & some Saturdays* *Subject to change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The Houston Health Department is actively searching for skilled individuals who are self-motivated and willing to provide essential services as a Public Health Nurse IV which includes the following:

• Provides clinical and operational leadership within the Health Centers and serves as designated backup to the STI Coordinator.
• Supervises, coaches, and supports nursing and clinical staff, including training, cross-training, competency, and performance oversight.
• Coordinates patient care, staffing, coverage, patient flow, and daily clinical operations to ensure continuity and timely delivery of services.
• Maintains cross-training and competency across all Health Center service lines and provides coverage based on operational needs.
• Ensures compliance with clinical standards, policies, procedures, documentation requirements, and regulatory requirements.
• Conducts and supports quality assurance, performance improvement, and corrective action activities.
• Supports compliance with grant-funded programs, including EBT, HTW, Immunizations, TB, and HIV/STD, including clinical, documentation, performance, and service-delivery requirements.
• Participates in audits, monitoring visits, site reviews, and other compliance activities.
• Leads and supports special projects, new clinical programs, workflow changes, technology implementation, and operational initiatives.
• Reviews operational and quality data to identify trends and opportunities for improvement.
• Supports community outreach, special public health initiatives, and HHD emergency response activities as assigned.
• Performs other duties, special assignments, and projects as assigned by the STI Coordinator and Health Center leadership.

EDUCATIONAL REQUIREMENTS Requires graduation from an accredited school of nursing. A Bachelor of Science degree in nursing is preferred.

EXPERIENCE REQUIREMENTS Three years of registered nursing experience required.

SUBSTITUTION: A Master of Science degree in Nursing may substitute for two years of the experience requirement.

LICENSE REQUIREMENTS Must be licensed to practice as a registered nurse (RN) in the State of Texas. CPR certification is required. License and CPR certification must be maintained and current for continued employment. A valid Driver's License and be compliant with the City of Houston policy on driving (AP 2-2). Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

• Current Texas RN license
• Public health, STI/HIV, or ambulatory care experience preferred.
• Supervisory or clinical leadership experience.
• Experience with quality assurance, compliance, and clinical operations.
• Experience with electronic health records, preferably Epic.
• Strong leadership, communication, and organizational skills.
• Ability to cross-train and provide coverage across all Health Center service lines.
• Flexibility to support special projects, outreach, and HHD emergency response activities.

SELECTION/SKILLS TESTS REQUIRED The selection process will involve application review and/or interview. Department may administer skills assessment test.

Pay Grade - 24 SALARY INFORMATION: Grant Funds Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
