Summary
About the Position: This position is located with the USACE Directorate of Civil Works Operations and Regulatory COP. This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. Duties
- Advises on legal matters, implements legislation, and provides policies to guide field operating activities in executing natural resource and public use management programs.
- Ensures policies align with existing laws. Directs responses to inquiries from the White House, Congress, and federal agencies. Supervises NRM research and development.
- Represents the Chief of Engineers in conferences with federal, state, and municipal agencies to ensure program coordination and formulate policies and procedures.
- Formulates Corps policies for the development, management, and preservation of land and natural resources on Civil Works lands and waters
- Plans work to be accomplished by subordinates, sets priorities, and establishes schedules for work completion. Assigns work to individuals or teams based on priorities.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic requirements for biologist: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0400/general-natural-resources-management-and-biological-sciences-series-0401/ Basic requirements for Forester: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0400/forestry-series-0460/ In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to at least the GS-14 grade level in the Federal service which includes: managing natural resources programs; interpreting laws and regulations governing program operations; developing program policies and guidance; overseeing program budgets; establishing program priorities; coordinating complex program matters with external organizations; assigning work to subordinate employees; and evaluating employee performance. You will be evaluated on the basis of your level of competency in the following areas: Leadership Oral Communication Partnering Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position may be made permanent without further competition. If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
