Summary
You will serve as a Technical Representative to the Undersea Sensors Division, C4ISR Department in the Office of Naval Intelligence (ONI) for NAVUNSEAWARCENDIV NEWPORT RI, while on temporary assignment in Suitland, MD. Per 5 CFR 335.103(c)(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to (or higher than) an ND-04 (GS-12 and GS-13 equivalency) on a permanent basis in the competitive service.
Duties
- You will serve as the principal liaison between NUWCDIVNPT Intelligence Analysts and the Undersea Sensors Division, C4ISR Department, ONI.
- You will provide/facilitate subject matter expertise in the area of undersea warfare/warfare sensors, combat systems, electronic warfare/warfare sensors, weapons, unmanned vehicles, and/or communications technology, and system performance assessment.
- You will work with ONI to perform analysis of intelligence data related to threat submarine, surface ship, air, and/or fixed undersea warfare sensors.
- You will independently prepare a variety of project charts, spreadsheets, plans, reports, and presentations to articulate the results of analyses and technical assessments.
Qualifications
This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0830, 0854, 0855 and 1550) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications. Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-4 pay band (GS-12/13) in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist. Specialized experience must demonstrate the following: conducting engineering research, scientific analysis, modeling, and simulation to evaluate undersea warfare and military system performance, collaborating across multidisciplinary technical teams and authoring scientific reports, white papers, and briefings to articulate key analytical findings. Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: 08xx, all Professional Engineering Series: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. 1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus. How You Will Be Evaluated
