Summary As a Director (Contracting Division), you will be responsible for the management, planning, coordination, and execution of activities assigned. Location of position: FAS, Office of Shared Services Delivery Duty Location to be determined upon selection This office strives to deliver high-quality, reliable shared services that support our workforce and enable mission success across FAS. We are currently filling eight vacancies, but additional vacancies may be filled as needed. Responsibilities Major duties include, but are not limited to the following: Serves as the Director for one of the Office's contracting divisions in the Office of Shared Services Delivery (FD). Plans, manages, directs, and coordinates activities related to acquisition and acquisition support services conducted within one of the Centers. Provides executive leadership, strategic direction, and oversight of the series of functions of the functionally aligned Branches, to include acquisition planning, execution and management; automotive/fleet products and services; travel and transportation services; supply chain management solutions, logistics, emergency management, financial services, and shared service solutions. Coordinates and administers Government-wide procurement policies and plans in global support of customer requirements. Manages the human resources of the Center's division. Assigns work, plans and schedules the work of subordinates. Directs the full range of contract administration activities, including contract modifications, negotiation of changes, exercise of options for contracts, investigation and resolution of contract delays, contractor performance appraisals, subcontractor surveillance, disposition of claims and the termination of contracts for the convenience of the government or for default by the contractor. Analyzes various support programs and recommends changes to enhance support to customers. Identifies, through monitoring, trends in customer feedback to determine deficiencies in operation procedures, and communications, as well as the need for new product or service expansion. Leads negotiation and establishes final terms and conditions, including pricing, for all procurements. Processes price reductions, negotiates the addition to (or deletion of) products and services from contracts, invokes the cancellation clauses under contracts, and terminates contracts as may be necessary. Requirements Conditions of Employment US Citizenship or National (Residents of American Samoa and Swains Island) Meet all eligibility criteria within 30 days of the closing date Meet time-in-grade within 30 days of the closing date, if applicable Register with the Selective Service if you are a male born after 12/31/1959 If selected, you must meet the following conditions: Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or NonCareer SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service. Undergo and pass a background investigation (Tier 4 investigation level). Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position Serve a one year supervisory or managerial probationary period, if required Qualifications To evaluate your qualifications, your resume must clearly demonstrate how you meet the specialized experience described below. Education, certifications or licensures—If the job announcement requires any education, certifications or licensures, make sure to include the required information and any required documents like transcripts. Your resume should contain enough information to make a valid determination that you fully meet experience requirements for each grade level you are applying to. If you do not provide enough information for us to determine your qualifications, you may be rated ineligible. If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume. The GS-15 salary range starts at $147,945 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 1102 Qualifications GS-13 & above: You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Transcript Requirement: To receive consideration for this position, applicants must submit transcripts documenting completion of the required bachelor's degree and at least 24 semester hours in the qualifying fields listed above. If you do not provide your bachelor's transcripts with your application, your eligibility for this position cannot be verified. Specialized experience is one year of experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as directing or leading the operational activities, driving strategy for an acquisition/contracting organization. This experience must include at least 4 of the 6 statements below: Providing strategic direction and oversight of acquisition operations through subordinate supervisors. Oversees an organization or multi-functional division of acquisition professionals to ensure effective and compliant contracting operations. Developing and implementing acquisition planning, contract formation, and contract administration. Managing, planning, and execution of activities related to acquisition and acquisition support services. Coordinating and administering Government-wide procurement policies and plans in support of customer requirements. Conducting special studies involving contracting related to acquisition activities.
