Summary

The position is Program Analyst that performs automated and manual data collection systems to determine availability of financial, clinical and accounting information. Interacts daily with service chiefs, line supervisors and administrative personnel in order to keep current on any changes in hea1th care system functions that may affect the DSS program and to keep current on any changes that may affect management information systems.

Duties

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties: Use computer databases, spreadsheet, word-processing and communication software packages (for example, the Microsoft Office suite) to combine, move, analyze and disseminate information. Analyzes data trends to identify processes for improvement to include utilization of resources. Analyzes existing automated and manual data collection systems to determine availability of financial, clinical and accounting information. Interacts daily with service chiefs, line supervisors and administrative personnel in order to keep current on any changes in health care system functions that affect the DSS program. Ensures the accuracy of electronic financial and cost mapping information in the DSS system. Performs system tests and validation processes to ensure that the system is functioning properly after each programming change. Develops constructive suggestions for system improvement Oversees the updating of changes to department workload capture, standards, RVUs, and budget compliance. Performs system tests and validation processes to ensure that the system is functioning properly after each programming change. Maintains and modifies the DMMS-DSS program in order to reflect any changes in health care system functions or VA policy. Prepares and conducts presentations on the DSS project objectives Develops monthly cost and performance reports for use by all levels of management. Work Schedule: Full-Time, Monday through Friday - 8:00AM-4:30PM - subject to change based upon facility needs. Telework: This position may be authorized for telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/08/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: To qualify for this position at the GS-09 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience includes: Assists in managing administrative functions; Assists in flow of information in a medical center setting; Applies theories and principles of management and organization including administrative practices and procedures common to organizations; Uses qualitative and quantitative analytical techniques; Conducting interviews with to obtain information about organizational missions, functions, and work procedures. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR Education: Successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience is: Operates programs and objectives of the health care system; such as clinic and administrative program relations, manpower, and resource utilization; Understands the health care system organizational structure and the manner in which it functions; Applies various analysis techniques to demonstrate department service performance; Applies fact finding and investigative techniques to gather factual evidence about administrative products, production procedures, and costs; Operates microcomputer systems and understands computer terminology and functions related to health system computers. OR Education: successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination: Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level.
