Summary

About the Position: Executes the Corps Regulatory Program within assigned area to meet the needs of management and functional responsibilities. Assures compliance with the governing public laws and regulations, interagency agreements, policies of Corps Headquarters and the directives of the District Commander. Implements, monitors and reports the progress of policies and procedures for effective management and execution of the program ensuring accomplishment of the regulatory mission.

Duties

  • Ensure compliance, consistency, and management of the environmental aspects of the Corps Regulatory Program.
  • Direct the timely examination and analysis of all types of permit applications received or initiated and compliance and enforcement actions, including those involving controversial environmental issues.
  • Review correspondence and recommendations of subordinates concerning processing of DA permit applications.
  • Coordinates with the other Section Chiefs, the Branch Chief, Division Chief, District Counsel, other resource agencies and the District Engineer on controversial applications to determine what course of action is appropriate.
  • Serves as an advisor to the Branch Chief on the execution of the regulatory program and participates in complex coordination meetings.
  • Provides full technical and administrative authority for professional, administrative, and clerical staff.

Additional information about transcripts is in this document. Basic Requirement for Supervisory Geographer (0150): A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Supervisory Archaeologist (0193): A. Education - Degree: Bachelor's degree (or higher degree) that included 3 semester hours each in the following course areas: (1) history of archeology; (2) archeology of a major geographical area such as North America or Africa; (3) regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; (4) theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; (5) archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; AND six semester hours of related course work in: (1) geography, geology, or cultural geography; (2) history, historiography, or historical archeology; (3) environmental studies; (4) scientific writing (nonfiction English composition); and/or (5) surveying; AND archeological field school. OR B. Education - Related Curriculum: Bachelor's degree (or higher degree) in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements listed in A above (including archeological field school). OR C. Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. OR D. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project. Basic Requirement for Supervisory Natural Resource Specialist (0401): A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Supervisory General, Civil or Environmental Engineer (0801/0810/0819): Please see the Individual Occupational Requirement on OPM: Basic Requirement for Supervisory General, Civil or Environmental Engineer Basic Requirement for Supervisory Physical Scientist (1301): Please see the Individual Occupational Requirement on OPM: Basic Requirement for Supervisory Physical Scientist Basic Requirement for Supervisory Hydrologist (1315): Please see the Individual Occupational Requirement on OPM: Basic Requirement for Supervisory Hydrologist In addition to meeting at least one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience directly related to a regulatory program involving regulated activities in the waters of the U.S. to include ALL of the following areas: (1) Evaluating projects for permits for proposed activities in Waters of the United States; (2) permit compliance and enforcement for natural resources; AND (3) providing guidance on regulatory factors for environmental, cultural and/or social conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Planning and Evaluating Program Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
