Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for aT5 PROGRAM ANALYST , Position Description Number PDT5615P01 and is part of theSC USPFO, South Carolina National Guard.
Duties
This is a Title 5 National Guard Employee position description. To provide management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state. The purpose is to monitor and ensure effectiveness of operations regarding logistics accountability. Identifies process, system, and equipment on hand deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each. Serves as advisor to the USPFO and his staff members regarding compliance, readiness posturing as relates to accountability, and mission limiting issues. Work involves developing, analyzing, evaluating, advising, or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, management controls, and similar functions of management. Qualifications
AREA OF CONSIDERATION (AOC): This is a Title 5 "Excepted Service " position under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements. This position is open to Area 1 Only. Please note that applicants outside of these categories may not be considered. Area 1: Current employees (Tenure 1 and 2 / internal to the Agency) Area 2: All other applicants (external to the Agency) Applicants who meet one of the DoD Priority Placement Program categories below are eligible to apply with this preference. (See Required Documents section) Priority Placement Program, DoD Military Reserve (MR) and National Guard (NG) Technician Eligible Priority Placement Program, DoD MR and NG Preference Eligible Tech Receiving Disability Retirement Priority Placement Program, DoD Military Spouse Preference (MSP) Eligible" Priority Placement Program, DoD Retained Grade *Temporary and Indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management. *Other Requirements - For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. *4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 5. The duties and responsibilities of your job may significantly impact the environment. You are responsible for maintaining awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. 6. This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Education
Substitution of Education for specialized experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. You must include the diploma and transcripts to support the education. Failure to do so could impact your consideration. How You Will Be Evaluated
