Summary

The Department of the Interior is currently seeking qualified candidates for the Senior Executive Service (SES) position of Assistant Director for Land Use and Natural Resources located in Washington, DC. The Department structures its SES positions into categories to determine the minimum pay for each position. This is a category 3 position. The minimum pay for this position is $197,200. Veterans preference does not apply to the SES.

Duties

The position is located in the Bureau of Land Management (BLM) at the Department of the Interior (Department) and reports to the Deputy Director for Administration and Programs. The incumbent carries out the following specific responsibilities: 1. As Assistant Director for Land Use and Natural Resources, the incumbent is responsible for establishing and coordinating policy and guidance for Bureau of Land Management's (BLM's) planning and renewable resources programs, including rangeland and forest management, riparian, watershed, wildlife habitat and fisheries management, threatened and endangered species, wild horses and burros, recreation use, cultural heritage, paleontology, community support programs, and geographic information systems. 2. The incumbent is responsible for developing and maintaining processes and standards for planning and renewable resource activities, including physical, biological, ecological, social and economic components; the use of fire in maintaining or improving ecological health, monitoring industry, trends and their impact on planning and renewable resource activities, and maintaining government to government relationships with tribes. 3. The incumbent exercises leadership and authority for the Bureau's responsibilities to provide policy and procedural guidance for inventorying, assessing, monitoring and reporting ecosystem and resource conditions; analyzing social and economic trends; planning for the use of public land resources and managing geographic and spatial data. 4. The incumbent represents the Bureau Director/Deputy Director in policy and direction matters in contacts with the Secretary and other Department officials; representatives of the Office of Management and Budget and other federal agencies; members of Congress and their staffs; and State, tribal, and local government officials; and, on occasion, with representatives of foreign governments. 5. The incumbent collaborates with members of interests groups, the environmental and business communities, professional societies, academic and research institutions, and the general public. Qualifications

Candidates should be committed to improving the efficiency of the Federal government, passionate about the ideals of our American republic, and committed to upholding the rule of law and the United States Constitution. To meet the minimum qualifications, you must submit a two-page resume (max) that shows you possess the Executive Core Qualifications (ECQs) and two Technical Qualifications (TQs). To be considered, only the first 2 pages of your resume will be reviewed to determine your eligibility/qualifications. Technical Qualifications (TQs) are designed to assess an applicant's experience relevant to the specific position requirements. Your resume should clearly demonstrate your experience and accomplishments related to the two TQs below: TQ 1: Leadership in Resource Planning and Environmental Policy: Demonstrated executive ability to develop and direct national policy, standards, and guidance for resource planning and renewable resource programs, including rangeland, forest, watershed, wildlife, recreation, cultural resources, and GIS, ensuring scientifically sound, legally compliant, and strategically integrated land-use decisions. TQ 2: Oversight of Ecosystem Assessment, Monitoring, and Interagency Coordination: Proven experience leading large-scale ecosystem assessment and monitoring programs; evaluating environmental, social, and economic trends; and coordinating across Federal, State, Tribal, and local partners to ensure effective policy implementation and sustainable management of public land resources. Your two-page resume should also show that you possess the Executive Core Qualifications listed below: By statute, the Office of Personnel Management prescribes Executive Core Qualifications (ECQs) for the appointment of career SES members. The ECQs were designed to assess executive experience and not technical expertise. ECQ 1-Commitment to the Rule of Law and the Principles of the American Founding: Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2 - Driving Efficiency: Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3 - Merit and Competence: Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4 - Leading People: Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5 - Achieving Results: Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors Qualifications will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of your programs; services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of your actions taken. Typically, experience will have been gained at the GS-15 or equivalent in the private sector or non-governmental organizations. Already SES Certified? If you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have completed a Senior Executive Service Candidate Development Program (SES CDP) approved by OPM, you only need to submit a two-page resume and personnel action showing you have held a career SES position. SES CDP graduates must submit a two-page resume and a copy of their CDP program certification with their package.

There is no educational requirement for this position. How You Will Be Evaluated

A panel of SES members will evaluate your two-page resume and determine the degree to which you possess each of the listed qualifications. If the selectee does not have Qualifications Review Board (QRB) certification by the Office of Personnel Management (OPM), he/she will be required to undergo an ECQ based structured interview with OPM. Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.The Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. Pay is set based on consideration of the selectee's current salary and other factors.
