EOC Director of Finance (EOC Business Affairs Director) (EOC HEO)

POSITION DETAILS

The State University of New York Brooklyn Educational Opportunity Center (BEOC), administered by New York City College of Technology/CUNY, provides tuition-free academic and workforce development training to eligible New York State residents, supporting college access, employment, and economic self-sufficiency.

Reporting to the Executive Director, the EOC Director of Finance leads BEOC's financial and business affairs and provides strategic fiscal guidance to the senior leadership team. The position aligns financial planning with enrollment, staffing, program delivery, and long-term sustainability, coordinating with SUNY/UCAWD, City Tech, and CUNY to support responsible resource management and timely financial reporting.

In addition to the CUNY Title Overview, responsibilities include:

  • Lead annual budget development, multi-year financial forecasts, staffing-cost projections, and resource-allocation recommendations aligned with enrollment, program, staffing, and facility priorities.

  • Oversee accounting records, reconciliations, monthly expenditure reviews, and financial reports; analyze variances, outstanding commitments, and available balances and recommend corrective actions.

  • Direct procurement and payment workflows, vendor documentation, and contract expenditure monitoring with City Tech Purchasing and Accounts Payable; set internal processing deadlines and track follow-up within delegated authority.

  • Maintain internal controls, separation of duties, documented fiscal procedures, and audit-ready records; coordinate audits and corrective actions with the appropriate offices.

  • Oversee the coordination of payroll-cost forecasting and expenditure reconciliation with Operations, Human Resources, and Payroll; identify discrepancies and develop and implement timely resolutions with the responsible offices.

  • Monitor grants and other approved funding sources, prepare required fiscal reports, and support proposals and new program budgets through cost analysis and financial planning.

  • Collaborate with the Associate Director of Operations to direct facility-related fiscal planning, including leases, service contracts, equipment, capital needs, and cost controls.

  • Supervise assigned finance and business-office staff; establish accountable workflows, deadlines, cross-training, and consistent shared records and procedures to support continuity of operations.

  • Serve as BEOC's fiscal liaison to SUNY/UCAWD, City Tech/CUNY financial offices, auditors, and funding partners; advise the Executive Director on financial risks, options, and progress on corrective actions.

QUALIFICATIONS

Bachelor's degree and eight years' related experience required.

PREFERRED QUALIFICATIONS

  • Master's degree in accounting, finance, business administration, public administration, or a related field; CPA credential preferred.

  • Experience leading budgets, accounting, procurement, audits, or grant financial reporting in higher education, the public sector, or a nonprofit organization.

  • Strong financial analysis, spreadsheet, financial-system, supervisory, and written communication skills; familiarity with SUNY or CUNY fiscal processes preferred.

CUNY TITLE OVERVIEW

Oversees the financial and administrative operations of an Educational Opportunity Center (EOC).

  • Administers the financial operations of the EOC in a fiscally responsible manner and complies with various legal regulations and University policies

  • Develops financial forecasting models to support strategic planning aligned with goals and initiatives

  • Manages the EOC's business analyses, budget projections, allocations, financial planning and statements, procurement, and facility operations

  • Develops and manages relationships in regard to fiduciary responsibilities with external institutions, including government agencies, corporations, and funding entities

  • Serves as a member of the senior leadership team of the EOC, both internally and in outside forums

Performs related duties as assigned.

COMPENSATION AND BENEFITS

$102,753 – $113,745. Salary commensurate with education and experience.
