Health and Safety Officer - inVision Department: Impact Employment Type: Full Time Location: Kazakhstan
Description We are seeking a Health and Safety Specialist to build the safety function from the ground up. You will be responsible for ensuring safe working conditions for fund employees and the safety of inVision U students (approximately 130 people) across academic buildings, laboratories, dormitories, and off-site events.
This role requires autonomy and a hands-on approach. You will own the full HSE cycle — from building the regulatory framework and delivering safety trainings, to conducting facility audits, managing risks, and organizing emergency drills.
Key Responsibilities

Building and maintaining the HSE system, policies, and instructions in line with the Labor Code of Kazakhstan;

Conducting workplace risk assessments and certification (SOUT), and handling mandatory HSE reporting and inspections;

Delivering safety trainings and inductions for employees, and safety briefings for students in academic and lab spaces;

Ensuring proper PPE issuance and use;

Conducting regular safety audits across the office, academic buildings, labs, and dormitories, and resolving identified risks;

Overseeing fire safety compliance, evacuation plans, and emergency drills;

Managing facility operations and maintenance (cleaning, engineering systems, repairs) and ensuring supply of consumables, equipment, and PPE;

Owning vendor and contractor relations — from scope of work and quotes to contracts, budget control, and acceptance of completed work.
Skills, Knowledge and Expertise Requirements:
-
Higher education in a technical, engineering, or occupational health and safety field;
-
3–5 years of HSE experience; experience building an HSE function from scratch is a strong plus;

Strong knowledge of Kazakhstan's Labor Code, fire safety regulations, and SOUT procedures;

Strong organizational skills, attention to detail, and confident communication with students, employees, landlords, and regulators.
Required certifications (held or obtainable promptly):

Kazakhstan "HSE Specialist" certification;
-
Fire-technical minimum (PTM) certification;
-
First aid certification;
-
Civil defense and emergency response certification;

Electrical safety certification.
Nice to have:
-
Experience in educational institutions or campuses with a large student presence;

Lab safety experience;
-
Facility management experience (operations, procurement, contractor/landlord relations).
