Summary This is an advanced trainee position in the field of budgeting located at a National Park Service unit. Incumbent receives training and developmental experience for higher-level duties and responsibilities. Open to the first 100 applicants or until 09/02/2026 whichever comes first. Responsibilities The major duties of the Budget Analyst position include, but are not limited to, the following: Performs an increasing range of support of the park budget and accounting programs, tracking labor, travel, fuel, or supplies and material expenses against a budget plan. Reconciles monthly expenses against plans and suggests adjustments. Enters accounting data in a computerized system and generates reports. Drafts program budget guidance based on established policy. Develops an understanding of appropriations law, regulation, and policy , as well as administrative requirements for program execution. Duties will be developmental in nature when filled below the full performance level. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. Must possess and maintain a valid driver's license throughout employment. You may be required to travel overnight away from home up to 2 nights per month. You are required to complete training, obtain and maintain a government credit card with travel and purchase authority. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Qualifications: All qualifications must be met by the closing date of this announcement - 09/02/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-07 grade level, you must possess at least one of the following of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples include but are not limited to: Using financial system(s) to research, compile, verify, reconcile data; Assisting with adjustments for changes in projected expenditures or revenue; Participating in preliminary estimates and/or assisting with budget execution; Responding to inquiries regarding budget procedures, problems, reconciliation issues, and/or related budgetary issues such as labor, travel, purchasing. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate education that demonstrates the knowledge, skills, and abilities in a related field such as accounting, public administration, or similar. You must include transcripts. -OR- Combination: Successful completion of a combination of education and experience as described above. You must include transcripts. -OR- Meet the criteria for Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods: I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies. MUST submit a copy of transcripts. A copy of your official transcripts will be required before entrance on duty, if selected. To qualify for this position at the GS-09 grade level, you must possess at least one of the following of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples include but are not limited to: experience explaining and recommending or providing guidance on financial/budget regulatory or statutory requirements, policies, and procedure. Must be able to: Assist with the preparation and tracking of a budget; Provide data to staff for program projection planning; Assist with current year budget execution; Applying basic budget cost analysis to budgetary data; and assisting with tracking expenditures by accounts and type. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities in a related field such as accounting, public administration, or similar. You must include transcripts. -OR- Combination: Successful completion of a combination of education and experience as described above. You must include transcripts. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
