Koniag Technology Solutions, inc a Koniag Government Services company , is seeking a Business Analyst to support KTS and our government customer. The position is remote. This position requires the candidate to be able to obtain a Public Trust.

This position will be part of a team supporting a Federal client with a business and IT modernization project.

The Business Analyst connects USDA's environmental review business needs with the technical development team. This person helps translate complex NEPA processes into clear, actionable user stories and system requirements.

Key Responsibilities:

  • Work closely with the USDA Product Owner to understand and document business needs related to NEPA environmental review processes

  • Develop, refine, and prioritize user stories for a wide range of users including USDA staff, managers, executives, and the public

  • Analyze current environmental review workflows across 10+ USDA agencies and identify opportunities for automation and improvement

  • Support the development of the Case Management, Document Library, and AI-based Recommendation Engine modules

  • Facilitate requirements workshops and stakeholder interviews

  • Maintain clear, up-to-date documentation of business rules, workflows, and acceptance criteria

  • Assist in mapping USDA data standards and NEPA regulatory requirements to system functionality

  • Support User Acceptance Testing (UAT) at the six-month MVP milestone and beyond

  • Identify and document process gaps, redundancies, and automation opportunities

Required Skills:

  • Experience with business process analysis and requirements documentation

  • Familiarity with agile user story writing and backlog management

  • Ability to communicate effectively with both technical teams and non-technical government stakeholders

  • Knowledge of federal environmental review or permitting processes is a plus

  • Experience working on federal IT modernization projects preferred

Education & Experience

Education:

  • Bachelor's degree in Business Administration, Information Systems, Environmental Science, Public Administration, or a related field required. Master's degree preferred.

Experience:

  • Minimum of 5 years of experience as a business analyst or requirements analyst on IT projects, with at least 2 years supporting federal government clients

  • Experience documenting and analyzing complex business processes and translating them into technical requirements

  • Demonstrated experience writing user stories and managing backlogs in an agile environment

  • Experience working with environmental, regulatory, or permitting programs is strongly preferred

  • Familiarity with federal data standards and regulatory compliance requirements

Certifications:

  • Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), or IIBA Entry Certificate in Business Analysis (ECBA) preferred
