Highway Accident Investigator (IIC)

Summary SELECTEE WILL CONDUCT THE WORK FROM THEIR CURRENT APROVED OFFICIAL DUTY STATION This position is in the Investigations Division, Office of Highway Safety, National Transportation Safety Board. Incumbent will serve as a Highway Accident Investigator with the specialty of Investigator-in-Charge of highway crash investigations. Responsibilities As a Highway Accident Investigator (IIC), GS-1801-14, you will perform the following major duties: Leads and manages the on-scene and follow-up investigative activities for highway accidents (comprised of technical personnel from Federal, State and local regulatory agencies, industry representatives, inspectors and officials). Performs and/or delegates the following: assumes control and custody over wreckage and cargo; collects factual evidence related to all facets of the crash event; documents the crash scene and associated vehicles and/or loads; interviews witnesses; photograph and/or video appropriate aspects of the crash event; arranges for wreckage recovery and storage; arranges for component analysis, autopsy, toxicology, or other pathological tests or human factor inquiries; obtains and examines all relevant records; interacts with news media. Oversees and participates in the preparation of timely and comprehensive written factual reports to ensure that they accurately reflect the findings of the investigation in such a manner that an analysis may be performed for probable cause determination, statistical data extracted, and the information in the report incorporated into the Board's official accident report. May personally write comprehensive factual and analysis reports based on self or group chairman generated information. Provides technical, administrative and policy guidance to Team members. In consultation with Chief, Multidisciplinary Investigations Branch, plans and assigns work to be accomplished by team members based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of team members; sets and adjusts short-term priorities; and prepares schedules for completion of work. Maintains liaison and exchanges highway transportation safety information with other Federal regulatory agencies, industry, manufacturers, etc., that have a role in the development, implementation and/or enforcement of highway transportation safety regulations, laws and policies. Writes technical investigative reports. Develops and submits safety recommendations for issues identified during the course of investigations or special studies. Participates in public hearings, forums, special studies or other projects to improve highway transportation safety. Develops, writes and updates applicable highway transportation safety protocols, guidance, applicable portions of NTSB Orders and/or Board responses to Notices of Proposed Rulemaking and replies to safety inquiries from Congress, other Federal agencies, State and local agencies, the highway transportation industry, and the general public. Requirements Conditions of Employment Qualifications Applicants must have one year of specialized experience equivalent to the GS-13 grade level in the Federal Government. Specialized experience is experience working within a multi-disciplinary team to conduct highway transportation accident investigations; Experience gathering and managing information from within the team to verify or refute theories and conclusions concerning accident events; Experience with providing input to program planning and serving as the team lead in highway accident investigations; and Experience working across organizational lines with stakeholders and subject matter experts to identify facts related to causal issues and the probable cause of events.
