The Executive Office of Housing and Livable Communities (EOHLC) is seeking a Data and Compliance Coordinator/Housing Program Specialist II in the Division of Public Housing/Bureau of Rental Assistance! AGENCY MISSION: The Executive Office of Housing and Livable Communities (EOHLC) is responsible for building more homes and lowering housing costs across the Commonwealth through partnerships with municipalities, housing authorities, and community stakeholders. OVERVIEW: As part of the Bureau of Rental Assistance (BRA), the Housing Program Specialist II/Data and Compliance Coordinator provides administrative, technical, and programmatic support to the Bureau of Rental Assistance (BRA) Performance and Compliance functions. The incumbent assists with quality control reviews, compliance monitoring activities, training initiatives, and program integrity efforts related to federal and state rental assistance programs. The position supports quality control oversight of Regional Administering Agencies (RAAs) through file reviews, data collection, monitoring activities, documentation of findings, and follow-up activities designed to promote compliance with applicable federal, state, and agency requirements. DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE): 1. Data Management: · Assist with the collection, compilation, and organization of program performance and compliance data. · Assist with special monitoring projects, data accuracy and reliability, policy implementation reviews, and program integrity initiatives. 2. Training &Technical Assistance: · Provide information and technical assistance to RAA staff regarding established program requirements, documentation standards, and quality control procedures. · Support the development and delivery of training materials, webinars, guidance documents, and technical assistance resources. 3. Compliance Monitoring & Quality Control: · Assist with compliance monitoring and quality control activities for federal and state rental assistance programs. · Assist with the preparation of monitoring reports, correspondence, and corrective action tracking documents. · Assist with identifying potential compliance concerns and elevating findings to supervisory staff for review and determination. · Compile, organize, and maintain monitoring records, review documentation, and support materials. 4. Reviews: · Conduct tenant file reviews, waiting list reviews, project-based voucher reviews, and other quality control reviews using established monitoring procedures. · Assist with desk audits and on-site reviews of Regional Administering Agencies (RAAs) and document review results for supervisory review. 5. Other: · Maintain knowledge of U.S. Department of Housing and Urban Development (HUD) regulations, Administrative Plan requirements, Moving to Work (MTW) policies, and agency guidance applicable to assigned programs. · Participate in meetings, training, and workgroups related to quality control and compliance activities. · Ability to travel to Regional Administering Agency offices and other locations as required. PREFERRED QUALIFICATIONS: 1. Knowledge of housing program principles, practices, and terminology. 2. Knowledge of federal and state rental assistance program requirements and housing administration practices. 3. Knowledge of methods used to review and verify program documentation for completeness and accuracy. 4. Knowledge of methods used in the preparation of reports, spreadsheets, charts, and tables. 5. Ability to understand, explain, and apply laws, regulations, policies, procedures, and guidelines governing assigned program activities. 6. Ability to review records and documentation and identify discrepancies, omissions, or inconsistencies. 7. Ability to gather information through review of records, reports, and discussions with program staff. 8. Ability to compile, organize, and maintain data and records. 9. Ability to prepare written summaries, reports, and correspondence. 10. Ability to communicate effectively both orally and in writing. 11. Ability to establish and maintain effective working relationships with agency staff, Regional Administering Agencies, and external stakeholders. 12. Ability to provide information and guidance regarding established policies and procedures. 13. Ability to exercise sound judgment and maintain confidentiality. 14. Ability to use computer applications including Microsoft Office products and database systems. 15. Knowledge of the principles underlying civil rights, fair housing, and equal opportunity programs. 16. Travel throughout the Commonwealth will be required. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent from another state. 17. Ability to travel to Regional Administering Agency offices and other locations as required. COMMENTS: Please upload resume and cover letter. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed. Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range. Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines.Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth’s website. Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in real estate management, property management, public housing program management, public housing program development or public housing program administration, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in real estate, public administration, business administration or business management may be substituted for a maximum of one year of the required experience.* II. A Bachelor's degree in real estate, public administration, business administration or business management may be substituted for a maximum of two years for the required experience.* III. A Master's or higher degree with a major in public administration, business administration or business management may be substituted for the required experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
