Summary This position is located in the Office of Strategy, Resources, and Policy, Directorate of Enterprise Services, Deputy Assistant Secretary for Domestic Operations and Emergency Services, Bureau of Administration (A/DOES/ES/SRP/BD). Serves is a key member of the management team, working directly with the Office Director in a top-level administrative and management capacity. Responsibilities Provides overall administrative management and oversight of all efforts aimed at achieving and improving the quality, effectiveness, customer experience, and timeliness of program accomplishment for A/DOES. Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines Applies Office of Management and Budget (OMB) or other statutory or executive branch guidance on program management. Implements actions necessary to support corrective action by program managers for identified problem areas regarding appropriate use of funds and follows through to ensure adjustments to program plans are made. Obtains approval from high-ranking DOS and client agency officials concerning decisions regarding strategic plans and programs. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. [If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience supporting budget development activities (formulations, justification, and presentation) for reimbursable or non-reimbursable funds in collaboration with the Bureau of Comptroller and Global Financial Services (CGFS). Experience developing new or revised policies, operating procedures, guidance, and/or program changes for improvements that enhance effectiveness and efficiency of operations. Experience managing short and long-range planning activities that incorporates single or multiyear work plans produced by Directorate level project/programs managers. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
