TheVictim Witness Advocate Supervisorleads the Police Department’s Victim Services Unit (VSU), overseeing the daily operations and professional development of a team of victim advocates. This role offers the opportunity to combine compassionate service with strong leadership by guiding staff, coordinating complex and high-risk advocacy efforts, and helping ensure victims receive timely, trauma-informed support and resources.
In addition to supervising day-to-day operations, the Victim Witness Advocate Supervisor plays an important role in shaping and strengthening victim services. Responsibilities include ensuring compliance with applicable laws and best practices, leading community outreach and education efforts, contributing to grant reporting and strategic planning, and building collaborative relationships with community organizations and partner agencies.
This supervisory-level position is ideal for an experienced victim services professional who is ready to take on a leadership role, navigate complex situations with sound judgment, and help advance a responsive, effective, and compassionate victim services program.

Examples of Essential Functions

Supervises, coordinates, and reviews the work of assigned staff; assigns tasks, coordinates schedules, monitors workload, and ensures goals and objectives are met.

Coaches, trains, and develops staff; provides guidance, evaluates performance, and participates in corrective action or disciplinary processes as appropriate.

Manages program budgets; monitors expenditures, recommends resource allocations, and participates in grant proposals and reporting.

Provides direct advocacy and support to victims of crime; assists victims at crime scenes, hospitals, or other safe locations; provides information on victims’ rights and resources.

Maintains accurate records, prepares reports, and ensures compliance with departmental policies, procedures, and legal requirements.

Represents the VSU in meetings with internal and external stakeholders; serves as a resource to community partners and professional groups.
Minimum Qualifications
The following minimum qualifications are required to be met at the time of application.
Education:
A Bachelor's degree from an accredited college or university with major coursework in criminal justice, public or business administration, social work, psychology, human services, or a related field.
Each full year of work experience in social work, counseling, or victim advocacy beyond the four-year requirement will substitute for one year of the required education (30 semester or 45 quarter-hour credits).
Experience:
Four years of increasingly responsible social work, counseling, or victim advocacy experience, including administrative and/or lead supervisory experience.
Master's degree in public or business administration will substitute for the administrative and/or lead supervisory experience
Licenses and Certifications:
Valid driver's license.
Requirements of the Position:

Must successfully complete a background investigation meeting the standards required for non-sworn field personnel assigned to the Police Department, which may include fingerprinting, criminal history review, and other suitability assessments necessary for access to Police Department facilities and systems.

Must successfully obtain and maintain required training and authorization for access to criminal justice information systems, including NCIC and NIBRS, within six months of hire.

Examination Process:
Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. The examination will consist of online assessments, which include a Cognitive Abilities Test, a Situational Judgment Test, and an Emotional Intelligence Assessment, along with a Training and Experience evaluation (T&E) weighted as follows:

Online Assessment Details:
Qualified applicants will be invited to participate in the online assessments once the recruitment has closed. These tests will be self-administered with no proctor, which means candidates will be able to complete them online at their convenience during the designated testing window.

Training and Experience Evaluation (T&E) Details:

Promotional Examinations (Rule VIII, Section 7):

This preference is only used to break ties. If a tie still remains, it will be broken based on seniority in the current classification. Proof of honorable discharge must be submitted with the application.

Classified employees of the City of Reno shall receive seniority credit computed by adding to a passing score as follows:
The final ranking will include the applicable seniority points added to the overall grade of the examination process. For each full year of continuous service completed, 0.2 points will be added up to a maximum of ten (10) years... 2 points will be the maximum.
Appointment and Certification:
Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
Probationary Period:
Certification of Eligibles, Appointments, and Probation (Rule VII, Section 12)
Classified employees who are newly hired, promoted, reclassified, transferred, or who voluntarily demote to a lower position are subject to a probation period.
The only exception is if an employee chooses to voluntarily demote back to the exact job they previously held within 24 months of being promoted.
