Job Description
The System Offices is one of several system members within the Texas A&M University System representing one of the largest systems of higher education in the nation, with a network of 12 universities, a comprehensive health science center, eight state agencies, Texas A&M – Fort Worth and the Texas A&M - RELLIS Campus. Salary:
$6,251.00 - $8,333.33 per month commensurate with experience.

Job Description Summary:
The Financial Analyst Ill under general direction, analyzes financial and capital project data and assists in developing The Texas A&M University System Capital Plan. Evaluates, monitors, and reports project funding for System members and agencies and tracks related activity in connection with the administration of the System's debt programs. Performs financial modeling, forecasting, and variance analysis to support capital-planning and financing decisions and ensure compliance with applicable policies, standards, controls, and regulatory requirements.
Responsibilities:- Capital Planning and Board Coordination - Coordinate with System members to develop and maintain The Texas A&M University System's five-year Capital Plan, including preparing materials for presentation to and approval by the Board of Regents and processing interim modifications as required.

Capital project financial monitoring - Track authorized project costs, funding sources, and expenditures, and coordinate with Facilities Planning and Construction to evaluate the compatibility and adequacy of project budget and funding.

Financial analysis and project pro formas - Develop financial models, forecasts, variance analyses, and project pro forma financial statements. Review projected cash flows and operating assumptions to evaluate funding requirements, expenditure timing, financing needs, and the ability to meet debt-service requirements.

Debt-program administration -Assist with the administration of The Texas A&M System's debt programs, including maintaining documentation and approvals for debt-financed projects and providing project and funding information needed for debt issuance and ongoing program management.

Tax-exempt debt compliance - Monitor compliance requirements related to tax-exempt debt, including private business use and arbitrage milestones; identify potential concerns and assist in implementing appropriate solutions.

Required reporting and records management - Coordinate the annual capital expenditure and deferred-maintenance reports, monitor System-member submissions, and maintain project records and the Bondholder Information website.

Cross-functional coordination - Coordinate with Budget, Accounting, and other stakeholders on programmatic and budget reviews and complete other special projects as assigned.

Education and Experience:- Bachelor's degree or equivalent combination of education and experience.- Five years of related experience.
Knowledge, Skills and Abilities:- Strong verbal and written communication and interpersonal skills.

Strong problem-solving abilities.

Experience with spreadsheet and word processing software.

Ability to analyze and summarize financial information.

Ability to handle confidential and/or time sensitive matters.

Experience with Financial Modeling.

Ability to multitask and work cooperatively with others.
Preferred Qualifications:
- CTP - Certified Treasury Professional
