Unclaimed Property Administrator

SPECIAL NOTIFICATION: This position is exempt from classified state service and the rules of the Division of Human Resources and the Idaho Personnel Commission.

General Information:

The Idaho State Treasurer’s Office (STO) is seeking an experienced and highly motivated Unclaimed Property Administrator to lead the Unclaimed Property (UP) Division. This role oversees all program operations in accordance with Idaho Code, including strategic planning, internal controls, compliance, staff management, and stakeholder engagement.

The Administrator works closely with the State Treasurer and Chief Deputy Treasurer, providing regular updates, policy recommendations, and leadership to ensure the UP program operates efficiently, transparently, and in alignment with statutory requirements.

This position is full time, Monday through Friday, from 8AM-5PM and is located in the Borah Building at 304 N 8 th Street, Boise.

Responsibilities

  • Direct, coordinate, manage, oversee UP program and staff.

  • Provide policy recommendations and regular program updates to the State Treasurer and Chief Deputy Treasurer.

  • Ensure compliance with the Idaho Unclaimed Property Act, (Title 14, Chapter 5).

  • Develop, implement, and maintain policies, procedures, and internal controls.

  • Oversees creation of annual business reporting instructions for holders.

  • Manage timely and accurate processing of receipts and claims.

  • Represent the STO at outreach events, conferences, trainings, and presentations.

  • Develop effective communication with internal and external customers, vendors and other state agencies.

  • Advocate for program resources, improvements, and operational needs.

  • Consults with the Treasurer and Chief Deputy Treasurer on proposed legislation.

  • Manage staff in compliance with statewide and STO policies.

  • Conduct annual evaluations for UP staff and make recommendations to the Treasurer.

Required Education:

Bachelor’s degree, business, accounting or a related field. Experience in lieu of education considered.

Preferred Qualifications

  • Knowledge of management principles and practices.

  • Five or more years’ experience in program management.

  • Five or more years’ experience in staff management.

  • Strong accounting background gained either through coursework or experience.

  • Ability to work across multiple software systems and extract, analyze, and consolidate large data sets into clear, concise, and easily presentable reports.

  • Able to interpret and apply statutes to administrative procedures or issues.

  • Strong written and verbal communication skills.

  • Able to speak publicly and deliver presentations.

  • Able to work independently with minimal direction; prioritizing and managing time well.

  • Strong organizational skills and ability to achieve desired work results.
