Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as IRS' expert in best practices for Braille production. Develops guidelines, procedures, and practices to ensure consistency and quality in the production and delivery of Braille products by contractors and the AMC production facility. Develops technical specifications, standards and contract task orders for Braille transcription. Leads AMC efforts to analyze Braille product quality and delivery performance by contractors. Serves as expert in the field of electronic conversion of printed materials into Braille, stays abreast of the latest technology changes, including techniques used by industry, and represents IRS on government-wide studies and projects relating to such. Probationary Period - A person who is required to go through a probationary period and then is transferred, promoted, demoted, or reassigned before he or she completes such period is required to complete the remainder of the probationary period in the new position. Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE: GS-7 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Assisting others by applying laws, standards, policies, or guidelines related accessibility services for individuals with disabilities; Preparing, converting, or distributing information in alternative media or accessible formats; Using office automation software or assistive technology to prepare documents or provide accessibility services; communicating orally and in writing with customers, employees, or stakeholders; OR One year of graduate level education at an accredited college or university in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE: GS-9 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Applying laws, standards, policies, or guidelines related to accessibility services for individuals; Producing, converting, or remediating documents in alternative media or accessible formats; Converting documents into Braille or other alternative media formats using computer technology or assistive software; Communicating technical or program information orally and in writing; OR A Master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR Two full years of progressively higher level graduate education leading to a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR LL.B. or J.D., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE: GS-11 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Applying laws, standards, and guidelines related to accessibility services for individuals with disabilities; Producing, converting, or coordinating the preparation of documents in alternative media or accessible formats Converting documents into Braille or other alternative media formats using computer technology or assistive software; Coordinating with public agencies, advocacy organizations, educational institutions, or other organizations that provide services or resources to individuals with disabilities; Assisting with procurement, contract administration, or vendor coordination related to accessibility services; Communicating technical or program information orally and in writing; OR A Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR LL.M., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE: GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position must include: Applying laws, standards, and guidelines related to accessibility services for individuals with disabilities; Converting documents into Braille or other alternative media formats using computer technology or assistive software; Coordinating with public agencies, advocacy organizations, educational institutions, or other organizations that provide services or resources to individuals with disabilities; Using computer technology or assistive software for file conversion, document remediation, communication, data gathering, analysis or reporting; Administering contracts or monitoring contractor performance related to accessibility services; Communicating technical or program information effectively both orally and in writing. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions. Education

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Salary will be based on selected duty location. Occasional travel - May be required to travel 1-5 days per month. Telework eligible positions do not guarantee telework. Tour of Duty: Day Shift, Monday-Friday 8:00AM-4:30PM, 40 hours per week. This position has career progression. If selected at a lower grade level you may be promoted without further competition to the full working level as your career progresses.
