Job Title: Divisional Property Director
FLSA Status: Full Time - exempt Reports to: Divisional Secretary for Business
Schedule: 40 hours (exempt) Supervises: Property Department
Rate of Pay: $92,700.00 annually
Closing Date: 9/7/2026

Function
The Property Director, under the direction of the Divisional Secretary for Business, provides leadership and oversight for The Salvation Army's property portfolio throughout the Intermountain Division, including Colorado, Montana, Wyoming, and Utah. The Property Director is responsible for the strategic management, maintenance, compliance, development, and stewardship of divisional real estate assets, ensuring that all facilities effectively support the mission and operational objectives of The Salvation Army.
The Property Director assists and, as directed, leads activities related to the acquisition, sale, lease, and disposition of property; coordinates renovation, remodeling, and construction projects; oversees compliance with applicable environmental and hazardous materials requirements; and serves as a primary point of contact with Territorial Headquarters Legal regarding property matters. Additional responsibilities and special projects may be assigned by the Divisional Secretary for Business.
The Property Director oversees the operations of the Divisional Property Department, including management of property-related agreements and approvals submitted through TSAMM, supervision of property and maintenance personnel, administration of facility maintenance programs, coordination of contractors and vendors, development of capital improvement plans, and implementation of policies and procedures that promote effective asset management, regulatory compliance, risk mitigation, and long-term property sustainability. The Property Director collaborates closely with divisional, territorial, and local leadership to ensure Salvation Army properties remain safe, functional, financially responsible, and mission-focused.
Duties and Responsibilities

Be the main point of contact for Corps Officers, IM Command Finance Council, and appropriate department heads at Territorial Headquarters for property matters.

Assist the DSB on leading the process for the purchase, sale, and lease of property; leads the coordination of renovation, remodel, or construction of IM property; leads the hazardous material project notifications; acts as the primary point of contact with THQ Legal for purchase and sales agreement/vendor property contracts.

Disposition all sales and purchases of TSA Property when assigned.

Coordinator/liaison on property matters for Intermountain Division on construction and other projects as directed by the DSB

Responsible for supervising Property Department staff and coordinating all property and acquisition projects within the Division.

Locate and contact vendors to keep DHQ building and parking areas well maintained,
-
Coordinate and track all necessary legal reviews on contracts, agreements, or other documents as required when submitting projects to THQ Property for approval.

Responsible for the dissemination of CFC agenda items and the notification of vendors, contractors, corps officers, and others of the project’s processes and procedures. Process all Use Agreements for CFC in the TSAMM system

Work with DSB on contract work and property needs of the DHQ building. Coordinate all work needed at the building; contact and coordinate work with vendors for needed repairs; track yearly maintenance on mechanical units; coordinate service and annual maintenance of the on-site generator. Responsible for the direction of the FA is completing necessary tasks and assignments.

Provide field units with checklists and forms necessary to support their property needs. Follow through with assistance to the field units in completing the documents.

Assigns Property Department projects and assists in the field with managing contractors, architects, and project supervisors as needed. Monitors budgets for ongoing projects and review expenditures for accuracy. Conduct site Regularly communicate and update field on all projects under their supervision.

Maintain an up-to-date divisional vendor list. Ensure vendor information for HVAC, snow removal, landscaping, plumbing, lighting, janitorial painters, electricians, handymen (for small jobs), movers, locksmiths, carpet installers, and furniture suppliers as needed. The vendor list is to be reviewed on a semi-annual basis for accuracy and vender effectiveness.

Update and maintain Passport security system. Ensure the building is always secure.

Keep DSB advised of any significant changes, developments, in code or compliance issues.

As directed, prepare and maintain a monthly summary report for projects in progress, including hazardous or sensitive environmental issues.

Maintain the master file system for properties including loading appropriate documents into the O Drive
-
Process documentation for routine and deferred maintenance on Officers Quarters and Corps
-
Assist the DSB to maintain qualified vendors and contractors’ lists. Review the lists regularly
-
Direction of custodial assignments, mail, and reception duties
-
Provide an on-call list of employees to assist with phone duties in case of need
-
Prepare correspondence on items requiring field or territorial responses on assigned projects
-
Responsible for the annual recertification of tax-exempt properties and application for exempt status on newly acquired properties
-
Assist corps as requested with tax exempt applications and issues
-
Manage general service contracts for landscaping, snow plowing, HVAC, elevators, electrical, and plumbing at DHQ
-
Maintain employee records for keys, PassPoint Cards, and Parking Permits
-
Other tasks as assigned by the Divisional Secretary for Business
Education/Experience
-
Associate’s degree in engineering or business, or the combination of education and work experience.

At least 3 years’ experience with the essential duties and responsibilities listed below.

Work base knowledge of Microsoft Office and Lotus Notes.

Working knowledge of integrated database applications and ability to use new software programs with basic training.
Driving

A minimum age of 21 (for insurance provision) and possession of a valid in-state driver’s license is required.

An MVR will be processed every year in accordance with The Salvation Army’s policies.
Background Check
- Continued employment will be contingent upon a biennial (every two years) background check that is processed in accordance with The Salvation Army’s policies.
