Summary
This position is part of the WAPA-RMR-Rocky Mountain Region. As a Facility Operations Specialist, with responsibilities in the areas of Facilities and Operations Management, Continuity of Operations Plan (COOP), Federal Energy Management Program (FEMP), Performance Work Statement (PWS) development and Contract Officer Representative (COR) duties for the Upper Great Plains Region and analysis work in all areas of Facilities Maintenance.
Duties
As a Facility Operations Specialist, you will: Develops annual and long-term comprehensive program of facility maintenance and repair for assigned facilities, which includes assets life cycle replacement. Modifies plans as required to respond to changing and unpredictable demands for services and the need for unscheduled maintenance due to worn and overtaxed facilities. As a Facilities Subject Matter Expert (SME) develops reports and plans as needed regarding Facilities for Senior Management personnel. Serves as the Contracting Officer Representative (COR) for facility and maintenance contract, all minor construction, repair projects, and housekeeping functions. Helps to determine the total budgetary requirements to support the assigned facilities operations, maintenance, repair plans, training and TDY requirements. Writes or reviews specifications for the maintenance or repair of facilities to include the description of materials and work methods to be followed. Requirements
Must be a U.S. Citizen or National. This employer participates in the e-Verify program. Males born after 12/31/1959 must be registered for Selective Service. You may be required to complete a financial disclosure (OGE-450). The incumbent must be able to obtain and maintain the required DOE/WAPA certification to serve as a Contracting Officer Representative (COR) or Contracting Officer Technical Representative (COTR). The incumbent must be able to obtain and maintain the required DOE/WAPA training/certification as necessary in order to serve as a Government Purchase Card (GPC) holder. This position requires the ability to operate a government vehicle. The incumbent must be at least 18 years of age, able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment. The incumbent is required to wear Personal Protective Equipment (PPE). The incumbent must wear Arc Rated protective clothing when in proximity to exposed energized circuits. This position is designated as Emergency Essential. Security clearance and associated requirements- Moderate Risk. Overtime may be required. Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays. Total salary varies depending on location of position. Qualifications
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service or equivalent experience in the private sector. Specialized experience is defined as: Developing and managing a long-term maintenance program for a utility maintenance office, electric utility facilities/substations, rights of way, or other special-purpose installations. Managing construction and maintenance operations performed by a variety of contractors, a broad knowledge of safe electric utility practices, common electric utility tools and equipment, and the ability to negotiate contractual modifications. Assist in developing the budget requirements for assigned projects, track and report expenditures to date, provide efficient communication of budget proposals, funding, execution and reconciliation. Manage projects and procurements across multiple field offices and remote utility facilities. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages. Working Conditions: The work is mainly sedentary, but may require walking, carrying of light items such as briefcases, notebooks, work papers, and/or drive a motor vehicle. Work does involve entering confined spaces where individual must navigate around moving equipment and maintain balance. May be exposed to high noise from equipment, dust, high heat or extreme cold while inspecting and investigating equipment or building problems. The incumbent must wear Arc Rated protective clothing when in proximity to exposed energized circuits. Physical Effort: Work is usually performed in an office setting that is adequately lighted, ventilated, and climate controlled. The work involves everyday risks or discomforts that require normal safety precautions. Work will include visiting construction sites and maintenance mechanical rooms with proper PPE for hearing protection, safety shoe and hard hats.
Education
