We are currently looking for a Mechanical Engineering Section Manager located in York, PA able to support our mechanical engineering function across Combat Vehicle Product Lines and all Combat Mission Systems (CMS) programs. This position is currently working 3 days / week on-site in our York, PA office and up to 2 days / week remotely on a 9/80 schedule with every other Friday off.
The Section Manager is part of Mobility and Core Mechanical Engineering and has responsibility for the capabilities, processes, and people management of a cross-site team focused on the design, development, and integration of various mechanical systems. The Section Manager will be the supervisor of record for individual contributors and will report directly to the Functional Manager for Mobility and Core Mechanical Engineering.
The Section Manager collaborates with program leads for staffing needs, performs comprehensive planning relative to functional capacity and capability, and maintains the technical vitality of people, processes, and infrastructure for the functional discipline. The Section Manager collaborates with other CMS Engineering functional and section managers to ensure that design work is performed consistently with business management systems (BMS) product design procedures.
As a section manager, you will:

Supervise a team of 10-20 engineers and contractors of various experience levels in the design, development, production support, and integration of various mechanical systems for recovery, artillery, and combat vehicles.

Develop engineering staff through work assignments and training to ensure technical competence and a competitive skill mix.

Ensure efficient utilization of staff, manage budgets, and make strategic decisions about workforce balance and development.

Hold monthly reviews with staff, provide performance feedback, and solicit input from stakeholders to foster collaborative career development.

Provide mid-year and year-end performance assessments including providing positive and constructive feedback.

Be responsible for ensuring the effectiveness and relevance of functional processes, as well as compliance with applicable standards.

Integrate and standardize functional processes across Combat Mission Systems engineering, capture historical performance records, and maintain Engineering Estimating Tables and Cost Estimating Relationships.

Ensure the availability and efficiency of functional engineering design and analysis tools and services.

Provide technical expertise to programs and projects through participation in design reviews, life cycle management (LCM) reviews, and bid and proposal support.

Staff, maintain and oversee the Hydraulics Lab operational capability located in York, PA, and oversee overhead maintenance expenses and Engineering Capital Investment Expenses (CAPEX) related to the lab.

This role requires regular presence in a manufacturing or fabrication environment. The incumbent must be able to access and safely navigate production areas which may include climbing, kneeling, stooping, and working in confined spaces. Must also be able to comply with all requirements including the use of required personal protective equipment (PPE) in accordance with company policy.
Required Education, Experience, & Skills

Bachelor's degree in mechanical engineering or similar degree with 8 years of applicable experience

Experience in design, integration, test and product support of complex mechanical systems.

Demonstrated team leadership and coaching skills.
-
Mature interpersonal skills involving interfacing, influencing, coordinating and negotiating with company personnel, customers and suppliers.

Ability to have difficult conversations.

Ability to address and remove roadblocks and drive to completion.
-
Ability to define and resolve engineering problems involving conflicting design, contractual, policy, or technical requirements across functional areas.

Ability to travel domestically and internationally.
Preferred Education, Experience, & Skills
-
20 years of mechanical engineering and related field experience.
-
5 or more years of supervisory engineering experience.
-
Knowledge of relevant military design and drawing standards.
-
Experience in design of mechanical systems from concept through development, build, test, production and support.

Excellent communication and presentation skills with an ability to communicate at all levels of the organization.

Program leadership experience in developing and managing SOWs, budgets, schedules, planning and execution.

Significant proposal and Basis of Estimate (BOE) development experience.
-
Earned Value Management System (EVMS) experience within E2S, PM Compass, or similar tool.

Experience conducting Life Cycle Management (LCM) reviews as an Assessor or Chairperson.

Strategic and creative design application demonstrated through project research and development roles and associated accomplishments.
Pay Information
Full-Time Salary Range: $120874 - $205486
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
