This is position is located in the Bureau of Policy, Richland County. This is an in-office role and not a telecommute or remote position.
Are you the One? We are looking for a Program Manager I (State Plan Manager) who promotes the mission and values/behaviors of SCDHHS. Supervises and oversees the development, management, performance and operations of the State Plan Services/Programs Section(s) within the Bureau of Policy, reporting to the Director of State Plan Administration. Provides leadership and direction to Section staff. Serves as liaison for all policy and programmatic actions within the Section. Collaborates with internal and external stakeholders to ensure best practices and standards of performance are translated into all Section operations. The Office of State Plan Administration includes work associated with state plan services (provider manuals and policies), Hospital/Acute Care services, Family Planning and Children's services, Durable Medical Equipment, Physician and Clinic services, Therapies, and Dental services.• Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement.
- Provides overall policy development for the services outlined in the state plan. Supervises policy analyst staff in development and maintenance of state plan services. Create and manage an evaluation process related to policy review and implementation. Enact programmatic changes and redirection as prescribed by Agency management. Develops and submits state plan and contract amendments as needed. In conjunction with Bureau leadership, directs and manages execution of responsibilities to Policy Analyst staff. Ensure staff management of compliance with policy requirements. Supervise staff engaged in day-to-day tasks related to State Plan services. Prepares reports and presents to management and external stakeholders related to processes, measures and outcomes, advising management of findings and recommendations. Leads section toward a culture of continuous improvement.
- Manages special projects as directed by leadership related to the development and improvement of services within the Medicaid health care delivery system.
- Provides leadership and supervision of staff managing state plan programs/services. Designs, implements, and oversees operations that support the with regard to the day-to-day functions, including the supervision, orientation, training, and development of staff in programmatic functions. Coordinate timely development of policy updates and decision point documentation, ensuring state and federal mandates are met. Develop and implement program improvements based on current best practices, the latest regulatory guidance and input from program stakeholders. Serve as evaluation and planning resource for agency initiates through policy development.
- Attends and participates in relevant opportunities for professional development and training. Demonstrates utilization and application of new skills learned to improve effectiveness and efficiency within assigned responsibilities.

A bachelor's degree in public administration, public health, or related human services field and three (3) years of relevant experience in health or social services program administration, OR
A master’s degree in public administration, public health or related human services field and one (1) year of relevant experience in health or social services program administration.
REQUIRED: Team Lead or Supervisory Experience.
