This position requires an employee to be onsite at 3200 Labore Rd, Ste 104, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

  • Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) is available on a limited basis.

  • Only candidates residing in Minnesota or a state bordering Minnesota (Iowa, North Dakota, South Dakota, or Wisconsin) within 50 miles of the work address listed above are eligible for telework.

  • Candidates residing in Minnesota and more than 50 miles from the primary/principal work address above may be eligible to telework more than 50%.

As a new standalone agency Direct Care and Treatment (DCT) has a new and exciting opportunity available for you to join our DCT Procurement Team as a Buyer 2. As a Buyer, you will perform procurement functions in the acquisition of goods and general services on behalf of DCT. These procurement functions include encumbering funds, writing specifications, conducting solicitations, vendor management, and compliance with laws, rules, policies, and procedures in relation to procurement.

Other duties may include:

  • Process procurement requests as they are received via the Electronic Inter Office Request System (EIOR)

  • Conduct research to find vendors that meet specifications. Include vendors certified by the Office of Equity in Procurement as a Targeted Group, Economically Disadvantaged, or Veteran-Owned business as required by the Office of State Procurement (OSP)

  • Coordinate and effectively manage all vendor contact

  • Consult on any concerns with administrative policy or assistance resolving problems that may impact agency continuity or service

  • Communicate with vendors and internal agency customers in a clear and professional manner

Minimum Qualifications

To be qualified for and considered for this position, applicants must meet all the minimum qualifications listed below. Ensure that your resume contains descriptions of your work experience sufficient for comparison against the requirements stated below and indicate the beginning and ending month and year for each job held.

  • Authority for Local Purchase (ALP) certification level of $25,000 through the Department of Administration

AND

  • One (1) year of purchasing experience with a government organization. Experience must include:

  • Interpreting, applying, and communicating procurement principles, policies, and procedures.

  • Working with integrated accounting and procurement systems

  • Experience with the State of Minnesota SWIFT system

OR

  • Three (3) years of administrative experience supporting purchasing and procurement functions with a government organization. Experience must include:

  • Processing and entering acquisition requests

  • Supporting and communicating procurement principles, policies, and procedures.

  • Assisting in the processing of invoices from vendors

Preferred Qualifications

  • Experience using the State of Minnesota SWIFT system

  • Experience using an electronic requisition system, such as EIOR

  • Experience conducting SWIFT events for solicitations over $10,000

  • Experience creating contracts using Minnesota’s Equity Select program

  • Knowledge of supply chains and warehousing of medical supplies
