Summary

This position, located at the Oklahoma City VA HCS, serves as the Assistant Credentialing and Privileging Manager and is responsible to provide extensive support in the management of the Credentialing and Privileging program activities.

Duties

Major duties of this position include but are not limited to... Provides direct technical administrative supervision to employees in the Credentialing office and leading programs. Manages staff performance by setting and adjusting short and long-term priorities; assess staffing needs; plans work to be accomplished Develops, modifies, and/or interprets performance standards; outlines and explains performance expectations to staff Provides advice, counsel, and instruction to employees on work and administrative matters Identifies developmental and training needs of employees and provides/arranges for needed development and training Assists with developing, coordinating and recommending changes for the improvement of workflow in the program or section area Provides consulting and guidance to local leadership and credentialing employees on all matters pertaining to the credentialing program Attends committee meetings and presents providers' credentials, clinical practice histories and red flags Serves as the subject matter expert for credentialing updates to Human Resources, providers and hiring services Determines appropriate actions resulting from agency and local level reviews Attends meetings, conferences and seminars to assist with the identification of areas needing improvement. Interprets and explains new regulatory requirements, procedures and processes Reviews clinical privileges, scope of practices for accuracy and setting specific indicator and signature appropriations as required for compliance Uses cost-effectiveness, cost-benefit, and cost-utility analyses in programmatic prioritization and decision making Implement mechanisms to monitor and evaluate completed tasks for their compliance with established policies and procedures Develops and utilizes analytical and diagnostic tools to identify, evaluate, and recommend to management techniques for developing new or modified work methods Work Schedule: Monday - Friday, 8:00am - 4:30pm Position Description Title/PD#: Supervisory Health System Specialist/PD99417S Physical Requirements: There are no significant physical requirements for this position. Qualifications

Individual Occupational Requirement (IOR). All applicants must possess the following IOR: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration...OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes...progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement At this level, applicants would have obtained this experience working within a health care setting, working directly with clinicians and other administrators to solve problems in support of the delivery of patient care; and experience leading an administrative component of a health care credentialing and privileging program....OR, Education: Applicants may also qualify for this position at the GS-11 level based on their education. Applicants must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position....OR, Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification for this position at the GS-11 level. Only graduate education more than the amount required for the next lower grade level may be used to qualify applicants for this position at the GS-11 level. (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 level. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Preferred Experience: Credentialing and Privileging experience and managing a program or team. Preferred to have 2 years of experience working with a Credentialing and Privileging program within a medical facility. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students.
