Duties Description Process and maintain member, retiree, and employer applications and information in the New York State and Local Retirement System. Employees Retirement System Examiners are expected to demonstrate knowledge and familiarity with the laws, rules, regulations, legal opinions, and established written procedures of the New York State and Local Retirement System. The positions prepare, understand, and interpret Retirement System written materials and benefit calculations, and communicate benefit information to System members. The positions are only classified at the Office of the State Comptroller. These positions exist within the following worksites:• 110 State Street, Albany, NY 12236• 150 Broadway, Menands, NY 12204These positions exist within the following bureaus:• Member & Employer Services (MESB)• Benefit Calculations & Disbursement Services (BCDS)• Disability Services (DISB)• Hearing Administration and Matrimonial (HaM)

Civil Service examinations are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.Non-Competitive Qualifications for appointment under the NY HELPS Program: For appointment to Employees Retirement System Examiner Trainee (equated to SG-6) you must have:• There are no minimum qualifications for this level. Please review the Preferred Qualifications/Knowledge, Skills, and Abilities section of this posting for desired qualifications.For appointment to Employees Retirement System Examiner 1 (full journey level, SG-9), you must have:• One (1) year of experience performing at least one of the following tasks: reconciling accounts, calculating payments, collecting and analyzing statistics and information, or explaining policy or benefit information to the public.Competitive Minimum Qualifications:You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 70.1 of the Civil Service Law. Depending on qualifications, candidates may be required to serve a one-year traineeship that leads to an Employees Retirement System Examiner 1, SG-9 position.To be eligible for a 70.1 transfer to Employees Retirement System Examiner 1, SG-9, you must have one year of permanent competitive, or 55-b/55-c service in a qualifying title.To be eligible for a 70.1 transfer to Employees Retirement System Examiner Trainee, equated to SG-6, you must have one year of permanent competitive, or 55-b/55-c service in a qualifying title.To determine if your current Civil Service title is eligible for transfer to this title, visit the Career Mobility GOT-IT website: Career Mobility Office » GOT-IT (ny.gov)Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.55b/55c Program appointment:This position may be designated 55 b/c and is subject to verification of applicant eligibility. For more information on this program, please visit the NYS Department of Civil Service website, 55b/c Recruitment Resources Center (ny.gov)Traineeship salary information: The position may be filled at the Employees Retirement System Examiner Trainee equated to SG-6 ($37862) or full performance Employees Retirement System Examiner 1 SG-9 ($44560) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable. Candidates hired at the trainee level will be advanced to the full performance Employees Retirement System Examiner 1 SG-9 following successful completion of the traineeship.

Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.
